of those signals within Europe may have been the<br />

speech <strong>on</strong> the future of nuclear weap<strong>on</strong>s delivered by<br />

President Barack Obama in Prague, Czech Republic,<br />

<strong>on</strong> April 5, 2009. The speech was certainly noteworthy<br />

for the President’s asserti<strong>on</strong> of “America’s commitment<br />

to seek the peace <str<strong>on</strong>g>and</str<strong>on</strong>g> security of a world without<br />

nuclear weap<strong>on</strong>s.” What seemed to be so quickly<br />

overlooked were the caveats that “this goal will not<br />

be reached quickly—perhaps not in my lifetime,” <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

“make no mistake. As l<strong>on</strong>g as these weap<strong>on</strong>s exist, the<br />

United States will maintain a safe, secure, <str<strong>on</strong>g>and</str<strong>on</strong>g> effective<br />

arsenal, to deter any adversary, <str<strong>on</strong>g>and</str<strong>on</strong>g> guarantee the<br />

defense of our allies.” 2<br />

It was in the wake of this, plus other n<strong>on</strong>proliferati<strong>on</strong><br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> disarmament developments <str<strong>on</strong>g>and</str<strong>on</strong>g> initiatives,<br />

as encouraged by a belief that elements within the<br />

Obama administrati<strong>on</strong> might favor the withdrawal of<br />

the Europe-based bombs that the renewed debate <strong>on</strong><br />

their future got going. The German coaliti<strong>on</strong> government—spurred<br />

by the Free Democratic Party—stated<br />

that it would pursue the withdrawal of the remaining<br />

nuclear weap<strong>on</strong>s from Germany. This received a qualified<br />

endorsement from others, <str<strong>on</strong>g>and</str<strong>on</strong>g> led to Germany,<br />

the Benelux countries, <str<strong>on</strong>g>and</str<strong>on</strong>g> Norway collectively calling<br />

for an open discussi<strong>on</strong> of ways of further reducing<br />

the role of nuclear weap<strong>on</strong>s in <str<strong>on</strong>g>NATO</str<strong>on</strong>g>. While many in<br />

the arms c<strong>on</strong>trol community <str<strong>on</strong>g>and</str<strong>on</strong>g> am<strong>on</strong>g disarmament<br />

advocates applauded the opening this joint initiative<br />

presented, others were far from complimentary. Former<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g> Secretary General Lord Roberts<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> former<br />

senior Pentag<strong>on</strong> official Franklin Miller accused<br />

Germany of lifting the lid of P<str<strong>on</strong>g>and</str<strong>on</strong>g>ora’s box, 3 <str<strong>on</strong>g>and</str<strong>on</strong>g> essentially<br />

of wanting to throw off the burden of nuclear<br />

deterrence but still share in its benefits.<br />
