As for ballistic missile defense (BMD), it has already<br />

caused <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>tinues to cause a great deal of<br />

suspici<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> irritati<strong>on</strong> for Russia. In the middle of<br />

the last decade, when the first noti<strong>on</strong> about U.S. plans<br />

to deploy BMD sites close to Russian borders in the<br />

Czech Republic, Pol<str<strong>on</strong>g>and</str<strong>on</strong>g>, Romania, <str<strong>on</strong>g>and</str<strong>on</strong>g> Turkey was<br />

made public, Russia resp<strong>on</strong>ded by threatening to deploy<br />

additi<strong>on</strong>al numbers of tactical missiles capable<br />

of delivering TNWs near the Russian-Polish border<br />

in Kaliningrad Oblast. Owing to this <str<strong>on</strong>g>NATO</str<strong>on</strong>g> anti-missile<br />

defense plan, which did not presuppose Russian<br />

participati<strong>on</strong>, Russian strategic planning was inevitably<br />

impacted, with Russians immediately suspecting<br />

a major anti-Russian trend in <str<strong>on</strong>g>NATO</str<strong>on</strong>g> policy. Such<br />

thinking remains dominant today, <str<strong>on</strong>g>and</str<strong>on</strong>g> it is naturally<br />

present in the discussi<strong>on</strong> over the possibility of U.S.-<br />

Russian TNW negotiati<strong>on</strong>s:<br />

Washingt<strong>on</strong> could have cancelled its plans to deploy<br />

nati<strong>on</strong>al BMD systems in Eastern <str<strong>on</strong>g>and</str<strong>on</strong>g> Southern Europe,<br />

which would have unavoidably undermined the<br />

Russian potential for nuclear deterrence. . . . Even in<br />

the case of a minimal preservati<strong>on</strong> in the numbers of<br />

U.S. SNW [strategic nuclear weap<strong>on</strong>s] <str<strong>on</strong>g>and</str<strong>on</strong>g> TNW, even<br />

the possibility of their applicati<strong>on</strong> by Washingt<strong>on</strong> <strong>on</strong><br />

its own will, during a first strike under the cover of the<br />

“anti-missile shield,” negatively influence the nati<strong>on</strong>al<br />

security of Russia. 6<br />

Comments <strong>on</strong> the issue of BMD at the moment are<br />

probably more emoti<strong>on</strong>-laden than other subjects in<br />

the c<strong>on</strong>text of nuclear arms. Russians tend to see in<br />

the relevant U.S. <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>NATO</str<strong>on</strong>g> plans numerous negative<br />
