In an envir<strong>on</strong>ment in which there is not the strategic<br />

imperative of the Cold War, populati<strong>on</strong>s are likely,<br />

if asked to think about it, to be at least as hostile to<br />

the c<strong>on</strong>tinued hosting of such weap<strong>on</strong>s as some were<br />

then. In this envir<strong>on</strong>ment, an argument for their retenti<strong>on</strong><br />

based chiefly <strong>on</strong> politics, to keep <str<strong>on</strong>g>NATO</str<strong>on</strong>g> together,<br />

is unlikely to prove durable, especially in the absence<br />

of a c<strong>on</strong>sensus that these weap<strong>on</strong>s still have a credible<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> vital military role <str<strong>on</strong>g>and</str<strong>on</strong>g> rati<strong>on</strong>ale. Furthermore, it<br />

is a troubling paradox for <str<strong>on</strong>g>NATO</str<strong>on</strong>g> that touting tactical<br />

nuclear weap<strong>on</strong>s (TNWs) as c<strong>on</strong>tinuing symbols of Alliance<br />

cohesi<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> solidarity, when raising a debate<br />

<strong>on</strong> their future or even highlighting their c<strong>on</strong>tinued<br />

presence, represents a potential risk to that cohesi<strong>on</strong>.<br />

Basing the retenti<strong>on</strong> of TNWs in Europe <strong>on</strong> the<br />

need to address a potential proliferati<strong>on</strong> cascade in<br />

the rest of the world seems equally problematic from<br />

a public opini<strong>on</strong> perspective. It is doubtful whether<br />

this argument will really have much tracti<strong>on</strong> in most<br />

of Europe; that is, unless there is a sudden shocking<br />

turn of events in the l<strong>on</strong>g-running Iran st<str<strong>on</strong>g>and</str<strong>on</strong>g>-off,<br />

which is, of course, not bey<strong>on</strong>d the realm of possibility.<br />

Unfortunately, absent such a development, the<br />

proliferati<strong>on</strong> issue, the specter of more <str<strong>on</strong>g>and</str<strong>on</strong>g> more menacing<br />

nuclear weap<strong>on</strong>s states or groups, could very<br />

well be perceived in the minds of much of European<br />

opini<strong>on</strong> as an argument in favor of <str<strong>on</strong>g>NATO</str<strong>on</strong>g> stepping<br />

up its disarmament agenda, <str<strong>on</strong>g>and</str<strong>on</strong>g> throwing the TNWs<br />

into that pot as a positive indicati<strong>on</strong> of the Alliance’s<br />

disarmament commitment. In fact, such an outcome is<br />

just as likely as the Alliance’s hope that public opini<strong>on</strong><br />

will favor tactical nuke retenti<strong>on</strong> as a hedge against an<br />

uncertain world. In the current climate of public opini<strong>on</strong><br />

in Europe <strong>on</strong> matters nuclear, the plausibility of<br />

forward-deployed U.S. nuclear weap<strong>on</strong>s as a counter<br />
