for Russians to c<strong>on</strong>sider using them at all in a future<br />

c<strong>on</strong>flict, since they might have to be used <strong>on</strong> Russian<br />

soil, particularly in a possible c<strong>on</strong>flict with China, or<br />

could have effects <strong>on</strong> the Russian populati<strong>on</strong>s living<br />

near “tactical” nuclear strikes in Eastern Europe.<br />

THE RUSSIAN MILITARY-STRATEGIC<br />

PERSPECTIVE<br />

Perceived weakness in the c<strong>on</strong>venti<strong>on</strong>al military<br />

balance in Europe c<strong>on</strong>diti<strong>on</strong>s Russian thinking about<br />

NSNWs in part. Russia is faced with a panoply of<br />

c<strong>on</strong>venti<strong>on</strong>al assets from the North Atlantic Treaty<br />

Organizati<strong>on</strong> (<str<strong>on</strong>g>NATO</str<strong>on</strong>g>) side, including c<strong>on</strong>venti<strong>on</strong>al<br />

precisi<strong>on</strong>-guided muniti<strong>on</strong>s (PGMs). The result is<br />

that Russia wishes to keep its huge superiority of<br />

NSNWs—there is a ratio of about 3,000-6,000 Russian<br />

NSNWs, a porti<strong>on</strong> of which are deliverable now, to<br />

about 180 <str<strong>on</strong>g>NATO</str<strong>on</strong>g> NSNWs that could be employed<br />

in the European theater—to counterbalance <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s<br />

c<strong>on</strong>venti<strong>on</strong>al superiority. In other words, the Russian<br />

perspective <strong>on</strong> NSNWs stresses the deterrent utility<br />

they possess <str<strong>on</strong>g>and</str<strong>on</strong>g>, therefore, the existing threat, however<br />

remote, that they could actually be used in a c<strong>on</strong>flict.<br />

The objective military balance in Europe may place<br />

Russia in <strong>on</strong>e of two positi<strong>on</strong>s, according to participants.<br />

The first is stasis. Some Russians believe that<br />

the situati<strong>on</strong> as it exists currently is acceptable for the<br />

time being. During an undetermined period, Russia<br />

will be able to hold off any real military threat from<br />

nati<strong>on</strong>s of the West just by possessing NSNWs <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

using them as deterrents until such time as Russia is<br />

able to develop its own alternatives to them, particularly<br />

the c<strong>on</strong>structi<strong>on</strong> of PGMs <str<strong>on</strong>g>and</str<strong>on</strong>g> dr<strong>on</strong>e aircraft. The<br />
