U.S. TNWs were first withdrawn from Europe).<br />

• A strategically high-visibility, but politically<br />

high-maintenance weap<strong>on</strong>s category that is<br />

internati<strong>on</strong>ally <str<strong>on</strong>g>and</str<strong>on</strong>g>—in many countries domestically—c<strong>on</strong>troversial<br />

(<str<strong>on</strong>g>and</str<strong>on</strong>g> which might<br />

therefore detract from the urgency of <str<strong>on</strong>g>NATO</str<strong>on</strong>g><br />

improvements in more usable c<strong>on</strong>venti<strong>on</strong>al capabilities).<br />

TNWs will not be indefinitely sustainable<br />

without governmental willingness to<br />

modernize DCAs in the face of parliamentary<br />

might seem to some a tempting reassurance<br />

strategy to improve Alliance or bilateral<br />

in crisis from European allies <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

resent any move which might appear to reduce<br />

U.S. defense commitments (yet the history of<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g> expansi<strong>on</strong> means that neither American<br />

nor U.S.-supplied Alliance TNWs are located<br />

in these countries, <str<strong>on</strong>g>and</str<strong>on</strong>g> could not be moved<br />

there without provoking a major dispute with<br />

Russia).<br />
