transparency at military bases near the <str<strong>on</strong>g>NATO</str<strong>on</strong>g>/<br />

Russia fr<strong>on</strong>tier.<br />

Whether or not specific c<strong>on</strong>fidence-building measures—nuclear<br />

or c<strong>on</strong>venti<strong>on</strong>al—are undertaken, it<br />

seems certain that the U.S. c<strong>on</strong>venti<strong>on</strong>al troop presence<br />

in Europe will be reduced in coming years as a<br />

result of the combined effect of budget cuts <str<strong>on</strong>g>and</str<strong>on</strong>g> the<br />

relative priority being given to preserving U.S. c<strong>on</strong>venti<strong>on</strong>al<br />

capabilities in the Asia Pacific. Similar factors<br />

could also lead to further reducti<strong>on</strong>s in Russia’s<br />

Europe-based forces, as it seeks to maintain adequate<br />

capabilities against potential threats to its south <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

east. <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s European member states are also planning<br />

to reduce their c<strong>on</strong>venti<strong>on</strong>al forces, whether or<br />

not there is any agreement with Russia to do so. In<br />

the absence of a new c<strong>on</strong>venti<strong>on</strong>al forces agreement,<br />

American <str<strong>on</strong>g>and</str<strong>on</strong>g> Russian withdrawal from Europe could<br />

still be reversed over a period of m<strong>on</strong>ths in the event<br />

of a new <str<strong>on</strong>g>and</str<strong>on</strong>g> protracted European security crisis. But<br />

the very fact that neither country feels that Europe is<br />

a priority for its c<strong>on</strong>venti<strong>on</strong>al forces suggests that neither<br />

believes that such a crisis is likely. This broader<br />

c<strong>on</strong>text—mutual, but uncoordinated, reducti<strong>on</strong>s in<br />

c<strong>on</strong>venti<strong>on</strong>al forces—may make it easier to achieve<br />

parallel progress in nuclear arms.<br />

NUMBERS AND VISIBILITY<br />

As in the case of c<strong>on</strong>venti<strong>on</strong>al forces, therefore,<br />

reciprocal reducti<strong>on</strong>s in Europe-based nuclear forces<br />

may not take the form of a single all-encompassing<br />

process. They could, instead, involve some combinati<strong>on</strong><br />

of gradual reducti<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> increased transparency.<br />

While both have an important role to play, however, it<br />
