“active measures,” such as the tacit financing of peace<br />

movements <str<strong>on</strong>g>and</str<strong>on</strong>g> the provisi<strong>on</strong> of disinformati<strong>on</strong> to<br />

the Western news media. President Carter capitulated<br />

to multiple pressures <str<strong>on</strong>g>and</str<strong>on</strong>g> delayed the ERW program<br />

indefinitely, though secretly ordering producti<strong>on</strong> of<br />

comp<strong>on</strong>ents that could be assembled in 48 hours <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

airlifted to Europe. 96 The c<strong>on</strong>clusi<strong>on</strong> drawn from this<br />

affair by <strong>on</strong>e scholar was that determined leadership<br />

within <str<strong>on</strong>g>NATO</str<strong>on</strong>g> (usually the United States) is indispensable<br />

for making such decisi<strong>on</strong>s since the “modernizati<strong>on</strong><br />

of nuclear weap<strong>on</strong>s in Europe cannot be managed<br />

by a pluralist approach to decisi<strong>on</strong> making.” 97<br />

TNWs <str<strong>on</strong>g>and</str<strong>on</strong>g> the Euromissile Crisis, 1977-1987. The<br />

ERW debacle raised still further the political costs of<br />

any <str<strong>on</strong>g>NATO</str<strong>on</strong>g> nuclear modernizati<strong>on</strong>. The Intermediate<br />

<str<strong>on</strong>g>Nuclear</str<strong>on</strong>g> Forces (INF) crisis is a separate <str<strong>on</strong>g>and</str<strong>on</strong>g> complex<br />

subject, but had important interacti<strong>on</strong>s with TNWs.<br />

The anxieties over the multiple independently targetable<br />

reentry vehicled (MIRV) Soviet SS-20s, capable<br />

of striking anywhere in Europe from within the Soviet<br />

Uni<strong>on</strong>, were very much c<strong>on</strong>nected with the risk that<br />

the immediate escalatory resp<strong>on</strong>se opti<strong>on</strong> represented<br />

by SS-20s would negate <str<strong>on</strong>g>NATO</str<strong>on</strong>g> use of TNWs, then still<br />

its main deterrent capability against a Warsaw Pact attack.<br />

This prospect would create not <strong>on</strong>ly a military<br />

weakness but resultant possibilities of intimidati<strong>on</strong><br />

during periods of tensi<strong>on</strong> short of war. The crisis that<br />

followed focused all of <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s political attenti<strong>on</strong> as<br />

the Soviets c<strong>on</strong>tinued to deploy SS-20s while <str<strong>on</strong>g>NATO</str<strong>on</strong>g><br />

committed itself to a dual-track decisi<strong>on</strong> to deploy<br />

new, intermediate-range systems while attempting<br />

to negotiate reducti<strong>on</strong>s with Moscow, despite intense<br />

political oppositi<strong>on</strong>.<br />
