worldwide. 13 Another factor is the growing U.S. military-technological<br />

superiority in l<strong>on</strong>g-range ballistic<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> cruise missiles, some of which are armed with<br />

muniti<strong>on</strong>s guided from space. Andrei Zagorski in a<br />

recent study came to the c<strong>on</strong>clusi<strong>on</strong> that ”there are<br />

virtually no significant Russian c<strong>on</strong>stituencies with a<br />

vested interest in reducing or limiting TNW.” 14<br />

France <str<strong>on</strong>g>and</str<strong>on</strong>g> Great Britain, which are nuclear weap<strong>on</strong><br />

states under the NPT, have developed their own<br />

deterrence arsenals. France has 300 strategic warheads<br />

<strong>on</strong> l<strong>on</strong>g-range delivery systems, including airborne<br />

st<str<strong>on</strong>g>and</str<strong>on</strong>g>off weap<strong>on</strong>s which can also be used as tactical<br />

(“prestrategic”) weap<strong>on</strong>s. The French government has<br />

announced a <strong>on</strong>e-third cut in its nuclear arsenal, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

has closed its nuclear test site al<strong>on</strong>g with its plants for<br />

the producti<strong>on</strong> of fissile material for weap<strong>on</strong>s. Great<br />

Britain has 160 operati<strong>on</strong>al strategic warheads. The<br />

two Western European nuclear powers each have four<br />

nuclear submarines with seaborne missiles, maintaining<br />

<strong>on</strong>e submarine always at sea.<br />

In his Prague “Global Zero” speech <strong>on</strong> April 5,<br />

2009, U.S. President Obama declared that America<br />

world without nuclear weap<strong>on</strong>s.” He then emphasized<br />

that “thinking in terms of the Cold War must<br />

come to an end.” The debate was triggered by two oped<br />

features written by former U.S. Secretaries of State<br />

George Shultz <str<strong>on</strong>g>and</str<strong>on</strong>g> Henry Kissinger, former Defense<br />

Secretary William J. Perry, <str<strong>on</strong>g>and</str<strong>on</strong>g> former Senator Sam<br />
