c<strong>on</strong>tained the following key sentence that addressed<br />

Russia’s c<strong>on</strong>cerns about stati<strong>on</strong>ing Alliance forces <strong>on</strong><br />

the territory of new member states:<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g> reiterates that in the current <str<strong>on</strong>g>and</str<strong>on</strong>g> foreseeable<br />

security envir<strong>on</strong>ment, the Alliance will carry out its<br />

collective defense <str<strong>on</strong>g>and</str<strong>on</strong>g> other missi<strong>on</strong>s by ensuring the<br />

necessary interoperability, integrati<strong>on</strong>, <str<strong>on</strong>g>and</str<strong>on</strong>g> capability<br />

for reinforcement rather than by additi<strong>on</strong>al permanent<br />

stati<strong>on</strong>ing of substantial combat forces. 15<br />

Throughout this period of the 1990s the treaty signatories<br />

also dealt with a raft of other implementati<strong>on</strong><br />

issues—the flank, destructi<strong>on</strong> of Russian equipment—<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> reached, for the most part, a successful resoluti<strong>on</strong><br />

of these c<strong>on</strong>cerns.<br />

THE RUSSIAN “SUSPENSION”<br />

On December 12, 2007, the Russian Federati<strong>on</strong> officially<br />

announced that it would no l<strong>on</strong>ger be bound by<br />

the restricti<strong>on</strong>s of the 1990 CFE Treaty, <str<strong>on</strong>g>and</str<strong>on</strong>g> suspended<br />

participati<strong>on</strong>. 16 Moscow attributed this acti<strong>on</strong> to the<br />

fact that the 22 <str<strong>on</strong>g>NATO</str<strong>on</strong>g> members bound by the 1990<br />

agreement had not ratified the 1999 Adapted Treaty.<br />

During a specially-called c<strong>on</strong>ference in June 2007, it<br />

provided a detailed list of “negative effects” of the<br />

c<strong>on</strong>duct of <str<strong>on</strong>g>NATO</str<strong>on</strong>g> states that caused it to take this acti<strong>on</strong>.<br />

it was clear that Prime Minister Vladimir Putin<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> Russian leaders in general were angry over a series<br />

of issues, including <str<strong>on</strong>g>NATO</str<strong>on</strong>g> enlargement, the independence<br />

of Kosovo, <str<strong>on</strong>g>and</str<strong>on</strong>g> plans to install American<br />
