In a similar vein, the Foreign Ministry, another<br />

important player in the arms c<strong>on</strong>trol “game,” is also<br />

reluctant to push for a change of the Russian positi<strong>on</strong>:<br />

it has many other more pressing items <strong>on</strong> its agenda,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> apparently seeks to exploit NSNWs as a lever to<br />

achieve diplomatic goals. In other words, the present<br />

lineup of interest groups within the Russian government<br />

str<strong>on</strong>gly favors the c<strong>on</strong>tinuati<strong>on</strong> of the current<br />

positi<strong>on</strong>. It can be changed <strong>on</strong>ly in resp<strong>on</strong>se to a str<strong>on</strong>g<br />

push from above, from the political leadership. The<br />

alternative is some sort of package deal that includes<br />

major western c<strong>on</strong>cessi<strong>on</strong>s. Over the years, however,<br />

the “asking price” has become so high that <str<strong>on</strong>g>NATO</str<strong>on</strong>g><br />

c<strong>on</strong>cessi<strong>on</strong>s <strong>on</strong> the scale needed to win the nati<strong>on</strong>al<br />

majority to the side of NSNW reducti<strong>on</strong>, or even serious<br />

transparency, appear unlikely.<br />

ARMS CONTROL CHALLENGES<br />

Russian ambivalence with regard to NSNWs might<br />

also reflect the challenges of crafting a verifiable treaty.<br />

The traditi<strong>on</strong>al approach, according to which nuclear<br />

weap<strong>on</strong>s are accounted for <str<strong>on</strong>g>and</str<strong>on</strong>g> neutralized through<br />

verifiable reducti<strong>on</strong> of nuclear-capable delivery vehicles,<br />

is inapplicable to TNWs. New accounting rules<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> verificati<strong>on</strong> procedures need to be designed for<br />

these weap<strong>on</strong>s. This endeavor, in turn, involves much<br />

more intrusive verificati<strong>on</strong> at military bases <str<strong>on</strong>g>and</str<strong>on</strong>g>, for<br />

the first time, at <strong>on</strong>e of the most sensitive categories<br />

of nuclear-related facilities—storage sites for nuclear<br />

weap<strong>on</strong>s. While such procedures are not, in principle,<br />

unthinkable, it would require a huge investment of<br />

political resources to overcome entrenched resistance<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> political oppositi<strong>on</strong>.<br />
