other means to provide assurances about c<strong>on</strong>venti<strong>on</strong>al<br />

as well as nuclear forces. At a minimum, progress<br />

in c<strong>on</strong>venti<strong>on</strong>al arms discussi<strong>on</strong>s could improve the<br />

prospects for finding a resoluti<strong>on</strong> to the NSNW issue.<br />

THE “ORIGINAL” CFE TREATY AND ITS<br />

ADAPTATION<br />

In order to c<strong>on</strong>sider how c<strong>on</strong>venti<strong>on</strong>al arms c<strong>on</strong>trol<br />

might c<strong>on</strong>tribute to finding a soluti<strong>on</strong> to the problem<br />

posed by NSNWs, it is important to underst<str<strong>on</strong>g>and</str<strong>on</strong>g><br />

how the CFE Treaty came into being <str<strong>on</strong>g>and</str<strong>on</strong>g> many of<br />

the underlying issues that have been addressed over<br />

the past decade. The CFE Treaty was signed in Paris,<br />

France, <strong>on</strong> November 19, 1990, between members of<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> the Warsaw Pact. It established limits <strong>on</strong><br />

the aggregate total of c<strong>on</strong>venti<strong>on</strong>al military hardware<br />

for the two blocs, required substantial reducti<strong>on</strong>s in<br />

each nati<strong>on</strong>’s c<strong>on</strong>venti<strong>on</strong>al arsenal, <str<strong>on</strong>g>and</str<strong>on</strong>g> created an intrusive<br />

regime of inspecti<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> verificati<strong>on</strong>. At its<br />

signing, many analysts hailed it as “the cornerst<strong>on</strong>e<br />

of European security,” <str<strong>on</strong>g>and</str<strong>on</strong>g> it is clearly the most ambitious<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> far-ranging c<strong>on</strong>venti<strong>on</strong>al arms c<strong>on</strong>trol<br />

treaty in history. It underscored a transformati<strong>on</strong> of<br />

European security that is still in process <str<strong>on</strong>g>and</str<strong>on</strong>g> whose<br />

end state is unclear. 13<br />

The events that framed this transformati<strong>on</strong> have<br />

been both largely peaceful <str<strong>on</strong>g>and</str<strong>on</strong>g> remarkable. Only a<br />

year before its signing, the Berlin Wall, which had<br />

served as perhaps the primary symbol of the Cold<br />

War for nearly 40 years, was breached. Six weeks<br />

prior to the Paris signing, Germany formally reunified<br />

into a single nati<strong>on</strong>. The 22 nati<strong>on</strong>s that signed<br />

the CFE agreement have subsequently increased to 34.<br />
