The UK’s independent nuclear deterrent has always<br />

been committed to <str<strong>on</strong>g>NATO</str<strong>on</strong>g>, <str<strong>on</strong>g>and</str<strong>on</strong>g> the UK has been<br />

c<strong>on</strong>sistently supportive of firm language <strong>on</strong> <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s<br />

nuclear posture. It is a reas<strong>on</strong>able assumpti<strong>on</strong> that<br />

this positi<strong>on</strong> will c<strong>on</strong>tinue. C<strong>on</strong>servative governments<br />

have normally adopted what could be termed a robust<br />

approach to the questi<strong>on</strong> of defense, including<br />

the retenti<strong>on</strong> of the nuclear deterrent. The renewal of<br />

the Trident system provides an interesting backdrop<br />

to <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s discussi<strong>on</strong>s. British officials note that in<br />

the DDPR discussi<strong>on</strong>s, they may well find themselves<br />

as the “h<strong>on</strong>est broker” trying to find middle ground<br />

between the c<strong>on</strong>flicting views of France <str<strong>on</strong>g>and</str<strong>on</strong>g> Germany<br />

<strong>on</strong> the significance of disarmament. 6<br />

French nuclear forces have always been independent<br />

of <str<strong>on</strong>g>NATO</str<strong>on</strong>g>, <str<strong>on</strong>g>and</str<strong>on</strong>g> France has stayed outside all<br />

discussi<strong>on</strong>s of <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s nuclear weap<strong>on</strong>s. However,<br />

French officials do participate in the drafting of language<br />

<strong>on</strong> <str<strong>on</strong>g>NATO</str<strong>on</strong>g> strategic policy in key documents.<br />

Despite its return to <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s defense planning <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

military structures <str<strong>on</strong>g>and</str<strong>on</strong>g> to <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s defense planning<br />

system for c<strong>on</strong>venti<strong>on</strong>al forces, France remains outside<br />

the High Level Group (HLG) <str<strong>on</strong>g>and</str<strong>on</strong>g> the <str<strong>on</strong>g>Nuclear</str<strong>on</strong>g><br />

Planning Group (NPG). This means that French officials<br />

are present at the discussi<strong>on</strong> of general strategic<br />

guidance in the NAC with all 28 members, but absent<br />

from more detailed discussi<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>sultati<strong>on</strong>s <strong>on</strong><br />

nuclear policy in the HLG <str<strong>on</strong>g>and</str<strong>on</strong>g> NPG which meet with<br />

27 members. The Declarati<strong>on</strong> accompanying the <strong>Strategic</strong><br />

C<strong>on</strong>cept adopted in Lisb<strong>on</strong> explicitly states that<br />
