for example, all three <str<strong>on</strong>g>NATO</str<strong>on</strong>g> nuclear weap<strong>on</strong> states<br />

recently announced the total size of their nuclear<br />

weap<strong>on</strong> stockpiles (France in 2008, the United States<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> United Kingdom [UK] in 2010). In each case, these<br />

transparency announcements were accompanied by<br />

commitments to make further reducti<strong>on</strong>s (in the cases<br />

of France <str<strong>on</strong>g>and</str<strong>on</strong>g> the UK) or c<strong>on</strong>firmati<strong>on</strong> of large recent<br />

reducti<strong>on</strong>s (in the case of the United States).<br />

This is a good model for future transparency announcements.<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g> is therefore right to ask Russia<br />

to announce the total size of its arsenal, following the<br />

example of France, the United States, <str<strong>on</strong>g>and</str<strong>on</strong>g> the UK. But<br />

it would not be a c<strong>on</strong>fidence-building step were Russia<br />

to announce the size of its nuclear arsenal without<br />

any accompanying promises of reducti<strong>on</strong>s. If such an<br />

announcement were to c<strong>on</strong>firm that Russia’s arsenal<br />

was bigger than that of the United States, moreover,<br />

it could be seen as an act of defiance, reinforcing the<br />

percepti<strong>on</strong> that Russia is unwilling to enter into a serious<br />

process of trust-building.<br />

While transparency <strong>on</strong> its own is therefore a mixed<br />

blessing, it does play a critical role in reinforcing the<br />

value of reducti<strong>on</strong>s that do take place. The decisi<strong>on</strong>s<br />

made by the UK <str<strong>on</strong>g>and</str<strong>on</strong>g> France to publicize the size of<br />

their arsenals, despite the lack of any accompanying<br />

verificati<strong>on</strong>, has enabled them to gain credit for the<br />

substantial post-Cold War reducti<strong>on</strong>s that both have<br />

made. By c<strong>on</strong>trast, <strong>on</strong>e of the reas<strong>on</strong>s for the lack of<br />

follow-<strong>on</strong> to the 1991 U.S./Russia Presidential <str<strong>on</strong>g>Nuclear</str<strong>on</strong>g><br />

Initiatives (authorizing large reducti<strong>on</strong>s in tactical<br />

nuclear arsenals in both countries) was Russia’s<br />

failure to provide sufficient c<strong>on</strong>firmati<strong>on</strong> (such as relevant<br />

stockpile numbers) that it had fulfilled its own<br />

commitments.<br />
