Discussi<strong>on</strong> about nuclear weap<strong>on</strong>s in the North<br />

Atlantic Treaty Organizati<strong>on</strong> (<str<strong>on</strong>g>NATO</str<strong>on</strong>g>) necessarily occurs<br />

<strong>on</strong> a European l<str<strong>on</strong>g>and</str<strong>on</strong>g>scape. This puts the c<strong>on</strong>versati<strong>on</strong><br />

in sharp c<strong>on</strong>trast to the customary c<strong>on</strong>text of<br />

nuclear arms c<strong>on</strong>trol: a dialogue between two global<br />

superpowers <strong>on</strong> how best to manage, <str<strong>on</strong>g>and</str<strong>on</strong>g> perhaps<br />

limit, their inventories of strategic weap<strong>on</strong>ry, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

thus reduce the risks of mutual destructi<strong>on</strong>. Traditi<strong>on</strong>al<br />

frames of reference, terminologies, matters of scale,<br />

planning factors, <str<strong>on</strong>g>and</str<strong>on</strong>g> force structure issues do not<br />

make an easy transiti<strong>on</strong> to the theater envir<strong>on</strong>ment.<br />

The c<strong>on</strong>venti<strong>on</strong>al arms c<strong>on</strong>trol experience, <strong>on</strong> the<br />

other h<str<strong>on</strong>g>and</str<strong>on</strong>g>, arises primarily out of the European security<br />

dialogue. In c<strong>on</strong>trast to the above, this body of<br />

work focuses <strong>on</strong> objectives <str<strong>on</strong>g>and</str<strong>on</strong>g> issues of a multilateral<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> regi<strong>on</strong>al character, <str<strong>on</strong>g>and</str<strong>on</strong>g> thus deserves c<strong>on</strong>sultati<strong>on</strong><br />

as a potential source of insights <strong>on</strong> how security<br />

c<strong>on</strong>cerns have been addressed in this c<strong>on</strong>text.<br />

<str<strong>on</strong>g>Tactical</str<strong>on</strong>g> (or theater, or n<strong>on</strong>-strategic) nuclear weap<strong>on</strong>s<br />

(TNWs) have often been observed as c<strong>on</strong>stituting<br />

an essential rung in the escalati<strong>on</strong> ladder between<br />

c<strong>on</strong>venti<strong>on</strong>al <str<strong>on</strong>g>and</str<strong>on</strong>g> strategic nuclear forces. If that is<br />

the case, it is fair to c<strong>on</strong>template the relative merits of<br />

treating their discussi<strong>on</strong> either as a strategic nuclear<br />

topic stepped down, or as a theater c<strong>on</strong>venti<strong>on</strong>al topic<br />

stepped up—with the truth, as usual, probably lying<br />

somewhere in between. The present effort offers a<br />
