<str<strong>on</strong>g>and</str<strong>on</strong>g> because intermediate opti<strong>on</strong>s between maintaining<br />

TNWs <str<strong>on</strong>g>and</str<strong>on</strong>g> withdrawing them completely are not<br />

easy to envisage, 34 a final decisi<strong>on</strong> <strong>on</strong> nuclear forward<br />

deployment can be temporarily postp<strong>on</strong>ed. 35<br />

In this respect, the positi<strong>on</strong> of Italy <strong>on</strong> the presence,<br />

role, <str<strong>on</strong>g>and</str<strong>on</strong>g> destiny of the U.S. TNWs <strong>on</strong> its soil<br />

is telling <str<strong>on</strong>g>and</str<strong>on</strong>g> exemplifies the general perspective of<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g> Europe <strong>on</strong> the issue. 36 On the <strong>on</strong>e h<str<strong>on</strong>g>and</str<strong>on</strong>g>, Italy<br />

has dramatically devalued TNWs <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>siders the<br />

transatlantic link str<strong>on</strong>g, regardless of the presence of<br />

a few B-61 bombs. On the other, with its deeply rooted<br />

strategic culture that prioritizes multilateralism over<br />

every form of unilateralism, Italy c<strong>on</strong>tinues to assign<br />

paramount value to the cohesi<strong>on</strong> of <str<strong>on</strong>g>NATO</str<strong>on</strong>g>, seeking<br />

to prevent rifts that could compromise its solidarity.<br />

To that end, Rome is willing to slow down or postp<strong>on</strong>e<br />

the eliminati<strong>on</strong> of tactical weap<strong>on</strong>s from its territory<br />

if necessary, although it c<strong>on</strong>siders these weap<strong>on</strong>s<br />

not <strong>on</strong>ly of little intrinsic significance but also a hindrance<br />

to the program of nuclear disarmament that it<br />

supports.<br />

CONCLUSION<br />

In recent years, the military <str<strong>on</strong>g>and</str<strong>on</strong>g> political value of<br />

U.S. tactical nuclear forward deployment in Europe<br />

has dramatically decreased. Most <str<strong>on</strong>g>NATO</str<strong>on</strong>g> members<br />

genuinely support global nuclear disarmament <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

are amenable, in principle, to further reducti<strong>on</strong>s in the<br />

number of TNWs, <str<strong>on</strong>g>and</str<strong>on</strong>g> even to their complete withdrawal.<br />

However, some <str<strong>on</strong>g>NATO</str<strong>on</strong>g> members—particularly<br />

the new members in CEE—c<strong>on</strong>tinue to attribute residual<br />

symbolic significance to TNWs, with the result<br />
