package of agreements <strong>on</strong> TNW-CFE-BMD may be<br />

promising in order for deep strategic substance to fill<br />

the Russian idea about a new architecture of Euro-Atlantic<br />

security, which so far remains “the shell without<br />

the filling.” 20<br />

Whatever the logic in linking negotiati<strong>on</strong>s about<br />

TNWs with other issues, in some way Russia may be<br />

setting a kind of trap for itself. Ir<strong>on</strong>ically, by c<strong>on</strong>necting<br />

the TNW issue to so many different problems,<br />

Russia could forfeit the leverage they c<strong>on</strong>fer. That is,<br />

when trying to negotiate these other c<strong>on</strong>cerns, Russians<br />

could hear in resp<strong>on</strong>se western insistence <strong>on</strong> discussing<br />

TNWs as a prec<strong>on</strong>diti<strong>on</strong> for the others.<br />

CONCLUSIONS<br />

Analysis of the current Russian perspective <strong>on</strong><br />

TNWs suggests that the issue of trust between Russia,<br />

<strong>on</strong> <strong>on</strong>e h<str<strong>on</strong>g>and</str<strong>on</strong>g>, <str<strong>on</strong>g>and</str<strong>on</strong>g> the United States <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>NATO</str<strong>on</strong>g>,<br />

<strong>on</strong> the other, is still very much at stake. The Russian<br />

dem<str<strong>on</strong>g>and</str<strong>on</strong>g> for a U.S. nuclear withdrawal from Europe<br />

may be packaged as an attempt to achieve a more<br />

equal positi<strong>on</strong> before the start of negotiati<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

even to squeeze out a greater return for their future<br />

c<strong>on</strong>cessi<strong>on</strong>s. Many Western politicians <str<strong>on</strong>g>and</str<strong>on</strong>g> commentators,<br />

however, see it more as an attempt to further<br />

isolate America from Europe by driving a wedge between<br />

the United States <str<strong>on</strong>g>and</str<strong>on</strong>g> leading regi<strong>on</strong>al powers<br />

like Germany, Italy, <str<strong>on</strong>g>and</str<strong>on</strong>g> the Netherl<str<strong>on</strong>g>and</str<strong>on</strong>g>s. The West is<br />

thus attempting to persuade Russia, if not to formalize<br />

the TNW reducti<strong>on</strong> process, at least to increase the<br />

transparency of Russian TNW-related issues <str<strong>on</strong>g>and</str<strong>on</strong>g> the<br />

stakes involved. Many Russians, in their turn, see this<br />

attempt as <strong>on</strong>e more ploy for undermining Russian<br />

positi<strong>on</strong>s in Europe <str<strong>on</strong>g>and</str<strong>on</strong>g> the world.<br />
