further measures to reduce the size of its arsenal in<br />

Europe. The size <str<strong>on</strong>g>and</str<strong>on</strong>g> nature of such a reducti<strong>on</strong> could<br />

be calibrated depending <strong>on</strong> whether it was taken in<br />

parallel with, or independent of, parallel measures by<br />

Russia.<br />

There are several opti<strong>on</strong>s for such a reducti<strong>on</strong>.<br />

Even if all six warhead storage locati<strong>on</strong>s are kept, the<br />

United States could decide to reduce the average number<br />

of warheads per locati<strong>on</strong> from 30 to, for example,<br />

10 or 20. It could also decide to reduce the number of<br />

facilities, for example, by closing <strong>on</strong>e of the two Italian<br />

bases or <strong>on</strong>e of the three north European facilities.<br />

Or, if it is judged that Russian reciprocal measures are<br />

sufficient to meet the criteria set out in the <strong>Strategic</strong><br />

C<strong>on</strong>cept, it could decide to withdraw all weap<strong>on</strong>s from<br />

Europe, with or without a formal announcement to<br />

this effect.<br />

A combinati<strong>on</strong> of parallel reducti<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> transparency<br />

measures, al<strong>on</strong>g the lines outlined above, could<br />

go some way towards building mutual c<strong>on</strong>fidence,<br />

while avoiding the complexities involved in subsuming<br />

these weap<strong>on</strong>s within a global arms c<strong>on</strong>trol regime.<br />

It might also include further detailed exchanges<br />

of informati<strong>on</strong> (for example, <strong>on</strong> locati<strong>on</strong>s of major<br />

storage sites) that could further build c<strong>on</strong>fidence in<br />

total arsenal declarati<strong>on</strong>s. 4 No regime currently exists<br />

that is able to verify warhead stockpiles with the<br />

degree of accuracy achieved in relati<strong>on</strong> to deployed<br />

missiles, <str<strong>on</strong>g>and</str<strong>on</strong>g> it is hard to imagine that such a regime<br />

can easily be developed, given the ability of states<br />

to c<strong>on</strong>ceal warheads (<str<strong>on</strong>g>and</str<strong>on</strong>g> warhead comp<strong>on</strong>ents) in<br />

n<strong>on</strong>declared locati<strong>on</strong>s. Given this, together with c<strong>on</strong>tinuing<br />

transparency in relati<strong>on</strong> to the most sensitive<br />

(START-counted) delivery systems, the steps outlined<br />
