This volume is the result of the collaborati<strong>on</strong> of<br />

scholars <str<strong>on</strong>g>and</str<strong>on</strong>g> security experts from many disciplines<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> nati<strong>on</strong>s who have come together to tackle questi<strong>on</strong>s<br />

that are l<strong>on</strong>g overdue for an answer.<br />

presence—or their removal?<br />

is there to bring them into a coordinated<br />

agreement?<br />

• What does it mean for <str<strong>on</strong>g>NATO</str<strong>on</strong>g> to be a “nuclear<br />

alliance?”<br />

• Should arms c<strong>on</strong>trol processes like the <strong>Strategic</strong><br />

Arms Reducti<strong>on</strong> Treaties (START) or c<strong>on</strong>venti<strong>on</strong>al<br />

arms c<strong>on</strong>trol include NSNWs, or are tactical<br />

nuclear arms so outdated that they should<br />

be removed from the agenda <str<strong>on</strong>g>and</str<strong>on</strong>g> reduced unilaterally?<br />

Our authors do not claim to resolve all of these<br />

dilemmas, but we are hopeful that this analysis is an<br />

important step toward the further reducti<strong>on</strong> of weap<strong>on</strong>s<br />

whose role is no l<strong>on</strong>ger clear. <str<strong>on</strong>g>NATO</str<strong>on</strong>g> has never<br />

enjoyed such strategic depth <str<strong>on</strong>g>and</str<strong>on</strong>g> stability so far to its<br />

East, but the weap<strong>on</strong>s that were meant to help U.S.,<br />
