Another hypothesis suggests a more subtle U.S.<br />

strategy—the so-called “Chinese gambit,” whereby<br />

America gains Russia’s c<strong>on</strong>currence <strong>on</strong> substantial<br />

bilateral reducti<strong>on</strong>s in nuclear weap<strong>on</strong>s, leading to a<br />

weakening of Russia’s global positi<strong>on</strong>. It would downgrade<br />

Russia to sixth or seventh place in the geostrategic<br />

hierarchy. As <strong>on</strong>e commentator states, “In this case<br />

c<strong>on</strong>diti<strong>on</strong>s will appear for channelizing the aspirati<strong>on</strong>s<br />

of . . . China in a northern directi<strong>on</strong>, thus making it<br />

clash with Russia. As a result, two major geopolitical<br />

competitors (Russia <str<strong>on</strong>g>and</str<strong>on</strong>g> China) would supposedly be<br />

out of acti<strong>on</strong> for the foreseeable future.” 13<br />

According to yet another suspici<strong>on</strong>, Americans<br />

are suggesting the exchange of numerical data <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

subsequent c<strong>on</strong>centrati<strong>on</strong> of TNWs in a few centralized<br />

depots as a ruse for gathering data to support<br />

U.S. first-strike targeting. This idea is quite prevalent<br />

am<strong>on</strong>g Russian military comm<str<strong>on</strong>g>and</str<strong>on</strong>g>ers. Similarly, in<br />

their view, the real purpose of BMD in Europe is to<br />

deny Russia a retaliatory capability in the event of<br />

a nuclear attack from the West. The more authentic<br />

c<strong>on</strong>cern of western arms c<strong>on</strong>trol experts is that, owing<br />

to the wide dispersal <str<strong>on</strong>g>and</str<strong>on</strong>g> lack of guaranteed security<br />

of TNW warheads, terrorists may acquire them. Such<br />

an eventuality does not worry Russian strategists as<br />

much as imagined American “treachery.” In the same<br />

vein, western reservati<strong>on</strong>s c<strong>on</strong>cerning the amended<br />

C<strong>on</strong>venti<strong>on</strong>al Forces in Europe (CFE) Treaty are allegedly<br />

rooted in a barely hidden <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>on</strong>e-sided desire to<br />

maintain <str<strong>on</strong>g>NATO</str<strong>on</strong>g> c<strong>on</strong>venti<strong>on</strong>al superiority, especially<br />

in high-precisi<strong>on</strong> weap<strong>on</strong>s.<br />
