Force Reducti<strong>on</strong> Talks that preceded the negotiati<strong>on</strong><br />

<strong>on</strong> the C<strong>on</strong>venti<strong>on</strong>al Armed Forces in Europe (CFE)<br />

Treaty, <str<strong>on</strong>g>NATO</str<strong>on</strong>g> at <strong>on</strong>e point offered to withdraw 1,000<br />

U.S. nuclear warheads from Europe in return for Soviet<br />

removal of a number of tank divisi<strong>on</strong>s from Central<br />

Europe.<br />

While this approach has some logic, Moscow suspended<br />

its observance of the CFE Treaty in early 2008,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>NATO</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> Russia have not succeeded in finding<br />

a way to restore the c<strong>on</strong>venti<strong>on</strong>al forces arms c<strong>on</strong>trol<br />

regime. The United States <str<strong>on</strong>g>and</str<strong>on</strong>g> United Kingdom announced<br />

in November 2011 that they were suspending<br />

certain CFE Treaty obligati<strong>on</strong>s with regard to Russia.<br />

Dealing with n<strong>on</strong>-strategic nuclear warheads in a<br />

nuclear arms reducti<strong>on</strong> agreement would be difficult<br />

enough even without bringing in the added complicati<strong>on</strong>s<br />

raised by c<strong>on</strong>venti<strong>on</strong>al force questi<strong>on</strong>s.<br />

Negotiating Prospects.<br />

The near-term prospects for addressing n<strong>on</strong>-strategic<br />

nuclear warheads, either in a negotiated agreement<br />

or parallel unilateral measures, appear limited in<br />

2012. Moscow is uncertain about next steps in nuclear<br />

force reducti<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g>, in any event, likely will not take<br />

dramatic new steps until the Russians know the winner<br />

of the November 2012 U.S. presidential electi<strong>on</strong>.<br />

To the extent that the White House worries that arms<br />

c<strong>on</strong>trol might become an issue in the U.S. presidential<br />

campaign, the administrati<strong>on</strong> probably will not offer<br />

major new ideas either.<br />

Should President Obama be reelected, he has already<br />

indicated his desire to address n<strong>on</strong>-strategic<br />

nuclear weap<strong>on</strong>s. The specific view of a possible Re-<br />
