of DCA modernizati<strong>on</strong>. Expectati<strong>on</strong>s of a change in<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g> nuclear policy <str<strong>on</strong>g>and</str<strong>on</strong>g> posture were reinforced<br />

by the dem<str<strong>on</strong>g>and</str<strong>on</strong>g> of the German coaliti<strong>on</strong> for the withdrawal<br />

of U.S. warheads from German territory <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

the growth of support for the Global Zero initiative.<br />

However, these expectati<strong>on</strong>s were to be disappointed.<br />

The Lisb<strong>on</strong>, Portugal, Summit was unable to achieve<br />

agreement <strong>on</strong> key aspects of nuclear policy, including<br />

the pressure for a specific review of <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s nuclear<br />

posture. Rec<strong>on</strong>ciliati<strong>on</strong> of these differences was effectively<br />

deferred to a review of <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s overall deterrence<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> defense posture (DDPR) to be undertaken<br />

by the <str<strong>on</strong>g>NATO</str<strong>on</strong>g> Council in permanent sessi<strong>on</strong>.<br />

The DDPR is now underway, <str<strong>on</strong>g>and</str<strong>on</strong>g> it is expected<br />

that the review of nuclear forces will provide the centerpiece.<br />

Not surprisingly, the key differences over<br />

nuclear policy that required the compromise in the<br />

first place have already resurfaced, making both progress<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> the final outcome difficult to foresee. This<br />

chapter will provide an overview of the debate from<br />

a “<str<strong>on</strong>g>NATO</str<strong>on</strong>g> perspective” <str<strong>on</strong>g>and</str<strong>on</strong>g> a brief assessment of the<br />

nati<strong>on</strong>al agendas which underpin it.<br />

A <str<strong>on</strong>g>NATO</str<strong>on</strong>g> PERSPECTIVE<br />

Based <strong>on</strong> an Alliance of independent <str<strong>on</strong>g>and</str<strong>on</strong>g> sovereign<br />

nati<strong>on</strong>s, a “<str<strong>on</strong>g>NATO</str<strong>on</strong>g> perspective” is literally the<br />

collective view of the 28 members that emerges from<br />

the policy <str<strong>on</strong>g>and</str<strong>on</strong>g> decisi<strong>on</strong>making process founded <strong>on</strong><br />

the principle of c<strong>on</strong>sensus. While attenti<strong>on</strong> is always<br />

drawn to the final decisi<strong>on</strong> or policy, the real story lies<br />

in the process itself <str<strong>on</strong>g>and</str<strong>on</strong>g> the various twists <str<strong>on</strong>g>and</str<strong>on</strong>g> turns<br />

that are necessary in order to achieve the agreement of<br />

all members. Each member brings to the table nati<strong>on</strong>al<br />
