Involving China—<str<strong>on</strong>g>and</str<strong>on</strong>g> eventually the other<br />

nuclear-armed states India, Israel, <str<strong>on</strong>g>and</str<strong>on</strong>g> Pakistan—in<br />

an arms c<strong>on</strong>trol dialogue could also go some way towards<br />

addressing the l<strong>on</strong>g-term problem of preserving<br />

the strategic balances under c<strong>on</strong>diti<strong>on</strong>s of nuclear<br />

disarmament. In the end, the real challenge will be to<br />

assure others that regi<strong>on</strong>al military imbalances <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

U.S. c<strong>on</strong>venti<strong>on</strong>al supremacy are no threats to internati<strong>on</strong>al<br />
