can be legitimate as an initial step, but <strong>on</strong>ly after<br />

an official agreement <strong>on</strong> the c<strong>on</strong>duct of negotiati<strong>on</strong>s.<br />

But others, such as the earlier-menti<strong>on</strong>ed academician,<br />

Anatoliy D’yakov, go a bit further:<br />

Russia, the U.S., <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>NATO</str<strong>on</strong>g> could have agreed <strong>on</strong> coordinated<br />

transparency measures.…In particular, it is<br />

possible to exchange informati<strong>on</strong> <strong>on</strong> the numbers <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

places of storage of operati<strong>on</strong>al nuclear warheads <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

take the obligati<strong>on</strong> to keep these warheads in declared<br />

places <strong>on</strong>ly, as well as to have no plans of transferring<br />

the warheads from reserve to operati<strong>on</strong>al status. 17<br />

The history of nuclear disarmament in Europe<br />

tells us that practical measures to reduce TNWs are<br />

possible even without formal agreements (see Table<br />

6-1). Twenty years ago, in the late 1980s <str<strong>on</strong>g>and</str<strong>on</strong>g> early<br />

1990s, the American <str<strong>on</strong>g>and</str<strong>on</strong>g> Soviet leaderships were able<br />

to adopt major unilateral decisi<strong>on</strong>s in the interests<br />

of comm<strong>on</strong> peace <str<strong>on</strong>g>and</str<strong>on</strong>g> security in Europe. Today the<br />

situati<strong>on</strong> is different. In Russia, disappointment over<br />

the dissoluti<strong>on</strong> of the Soviet Uni<strong>on</strong> prevails, a mood<br />

of distrust of the West is widespread, <str<strong>on</strong>g>and</str<strong>on</strong>g> harsh Cold<br />

War rhetoric creeps in: “Alas, under Gorbachev the<br />

Russians stopped believing in universal human values.<br />

Russians became used to seeing dirty tricks <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

detecting double st<str<strong>on</strong>g>and</str<strong>on</strong>g>ards. And in recent years, the<br />

Americans have regularly provided reas<strong>on</strong>s [for our<br />

suspecting deceit].” 18<br />
