in their 2007 article for the eliminati<strong>on</strong> of short-range<br />

nuclear weap<strong>on</strong>s designed to be forward-deployed. In<br />

their subsequent article a year later, they proposed to:<br />

start a dialogue, including within <str<strong>on</strong>g>NATO</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> with<br />

Russia, <strong>on</strong> c<strong>on</strong>solidating the nuclear weap<strong>on</strong>s designed<br />

for forward deployment to enhance their security,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> as a first step toward careful accounting<br />

for them <str<strong>on</strong>g>and</str<strong>on</strong>g> their eventual eliminati<strong>on</strong>. These smaller<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> more portable nuclear weap<strong>on</strong>s are, given their<br />

characteristics, inviting acquisiti<strong>on</strong> targets for terrorist<br />

groups. 16<br />

Another cross-party quartet from Germany—composed<br />

of former chancellor Helmut Schmidt, former<br />

Foreign Minister Hans-Dietrich Genscher, former<br />

President Richard v<strong>on</strong> Weizsäcker <str<strong>on</strong>g>and</str<strong>on</strong>g> retired Minister<br />

of State Eg<strong>on</strong> Bahr—called for steps toward a nuclearfree<br />

world <str<strong>on</strong>g>and</str<strong>on</strong>g> for drastic nuclear reducti<strong>on</strong>s. 17 They<br />

wrote that “all short-range nuclear weap<strong>on</strong>s must be<br />

destroyed” <str<strong>on</strong>g>and</str<strong>on</strong>g> asserted that “all remaining American<br />

U.S. nuclear warheads should be withdrawn from<br />

German territory.” They also called for a renunciati<strong>on</strong><br />

of the “first-use” opti<strong>on</strong> by <str<strong>on</strong>g>NATO</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> Russia:<br />

Relics of the period of c<strong>on</strong>fr<strong>on</strong>tati<strong>on</strong> are no l<strong>on</strong>ger adequate<br />

for our new century. . . . Partnership fits badly<br />

with the still-active <str<strong>on</strong>g>NATO</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> Russian doctrines of<br />

nuclear first use even if neither side is subject to a nuclear<br />

strike. A general n<strong>on</strong>-first-use treaty between the<br />

nuclear-weap<strong>on</strong> states would be an urgently-needed<br />

step. 18<br />

The American <str<strong>on</strong>g>and</str<strong>on</strong>g> German quartets were supported<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> bolstered by op-eds from high-ranking<br />

former politicians from Great Britain, Italy, Norway,<br />

the Netherl<str<strong>on</strong>g>and</str<strong>on</strong>g>s, Pol<str<strong>on</strong>g>and</str<strong>on</strong>g>, France, <str<strong>on</strong>g>and</str<strong>on</strong>g> Belgium. 19<br />
