In the 21st century, the United States is challenged<br />

by a growing need to extend deterrence bey<strong>on</strong>d the<br />

scope of that which can be accomplished by strategic<br />

systems reserved for retaliati<strong>on</strong> to a massive nuclear<br />

strike <strong>on</strong> the c<strong>on</strong>tinental United States. Two distinguished<br />

analysts, Leo Michel <str<strong>on</strong>g>and</str<strong>on</strong>g> Jeffrey Larsen, provide<br />

perspective <strong>on</strong> how America views the c<strong>on</strong>tributi<strong>on</strong><br />

that U.S. nuclear weap<strong>on</strong>s in Europe can make<br />

to U.S. security through extended deterrence in an<br />

increasingly complex global security envir<strong>on</strong>ment.<br />

Then Guy Roberts, tapping his extensive arms c<strong>on</strong>trol<br />

experience at the North Atlantic Treaty Organizati<strong>on</strong><br />

(<str<strong>on</strong>g>NATO</str<strong>on</strong>g>), takes a prospective look at the upcoming<br />

North Atlantic Council review in Chicago, IL, of<br />

the Alliance’s deterrent <str<strong>on</strong>g>and</str<strong>on</strong>g> defense posture (DDPR),<br />

with particular attenti<strong>on</strong> to the U.S. c<strong>on</strong>necti<strong>on</strong>.<br />

The challenges of extended deterrence begin with<br />

the questi<strong>on</strong> of the nature of security interests the<br />

United States has in Europe <str<strong>on</strong>g>and</str<strong>on</strong>g> how those interests<br />

are related to its interests in other regi<strong>on</strong>s as well as<br />

to its positi<strong>on</strong> in the internati<strong>on</strong>al security system.<br />

The relati<strong>on</strong>ship with Russia may have been “re-set,”<br />

but the nature <str<strong>on</strong>g>and</str<strong>on</strong>g> l<strong>on</strong>gevity of any resulting change<br />

are uncertain. Russia remains the <strong>on</strong>ly nuclear-armed<br />

state capable of destroying the United States <str<strong>on</strong>g>and</str<strong>on</strong>g> its<br />

European Allies, maintaining perhaps thous<str<strong>on</strong>g>and</str<strong>on</strong>g>s of<br />

n<strong>on</strong>-strategic nuclear weap<strong>on</strong>s (NSNWs) (formerly<br />

known as tactical nuclear weap<strong>on</strong>s) matched to mis-<br />
