high-intensity combat operati<strong>on</strong>s that keep these forces<br />

<strong>on</strong> a wartime footing. U.S. plans for the development<br />

of a missile defense shield in Eastern Europe offer<br />

<strong>on</strong>e further complicati<strong>on</strong> to negotiati<strong>on</strong>s <strong>on</strong> limiting<br />

TNWs. Kozin c<strong>on</strong>cludes that there is little prospect for<br />

successful negotiati<strong>on</strong>s <strong>on</strong> limiting TNWs. The need<br />

for parallel decisi<strong>on</strong>s <strong>on</strong> a series of other strategically<br />

important problems affecting the regi<strong>on</strong>al <str<strong>on</strong>g>and</str<strong>on</strong>g> global<br />

balance of forces, including Washingt<strong>on</strong>’s plans to<br />
