PROSPECTS FOR A U.S.-RUSSIAN TREATY ON<br />

TACTICAL NUCLEAR WEAPONS<br />

In May 2011, Vladimir Kozin, Chief of the Secti<strong>on</strong><br />

of Analysis <str<strong>on</strong>g>and</str<strong>on</strong>g> Forecasting of the Department of All-<br />

Asian Problems of the Ministry of Foreign Affairs,<br />

outlined five obstacles to a U.S.-Russian treaty limiting<br />

TNWs. Kozin, a frequent commentator <strong>on</strong> strategic<br />

arms negotiati<strong>on</strong>s, European missile defense, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

TNWs negotiati<strong>on</strong>s, sees limiting TNWs as a complex<br />

issue that satisfactory progress in the other areas affects.<br />

Kozin declared: “Russia should not, by any<br />

means, permit an erosi<strong>on</strong> of its positi<strong>on</strong>.” 60 This hardline<br />

view did not promise much room for negotiati<strong>on</strong>s.<br />

The five obstacles menti<strong>on</strong>ed by Kozin included,<br />

first, defining what is meant precisely by tactical systems,<br />

the absence of any preceding arms c<strong>on</strong>trol regime<br />

for such systems, <str<strong>on</strong>g>and</str<strong>on</strong>g> the fact that the tactical<br />

arsenals of other major nuclear powers (Great Britain,<br />

France, <str<strong>on</strong>g>and</str<strong>on</strong>g> China), <str<strong>on</strong>g>and</str<strong>on</strong>g> de facto nuclear powers (Israel,<br />

India, <str<strong>on</strong>g>and</str<strong>on</strong>g> Pakistan) will have to be part of the negotiati<strong>on</strong>s<br />

process <strong>on</strong> such tactical nuclear systems. 61<br />

Sec<strong>on</strong>d, Kozin sees the asymmetric deployment postures<br />

of U.S. <str<strong>on</strong>g>and</str<strong>on</strong>g> Russian forces as an inhibiting factor<br />

to negotiati<strong>on</strong>s. U.S. forces are deployed in allied<br />

states in Europe, <str<strong>on</strong>g>and</str<strong>on</strong>g> the United States maintains a<br />

theater infrastructure to support such weap<strong>on</strong>s. As<br />

Foreign Minister Lavrov has pointed out, negotiati<strong>on</strong>s<br />

<strong>on</strong> TNWs cannot begin until U.S. TNWs <str<strong>on</strong>g>and</str<strong>on</strong>g> infrastructure<br />

are removed from Europe. Russia will not<br />

resp<strong>on</strong>d positively to pressure from <str<strong>on</strong>g>NATO</str<strong>on</strong>g> states or<br />

others to de-nuclearize Kaliningrad Oblast. 62 The third<br />

major obstacle is the issue of prescribed accounting of<br />

TNWs. The United States wants this d<strong>on</strong>e in advance<br />
