• In the wake of dem<str<strong>on</strong>g>and</str<strong>on</strong>g>ing operati<strong>on</strong>s that have<br />

exposed rifts am<strong>on</strong>g Allies over the equitable<br />

sharing of risks <str<strong>on</strong>g>and</str<strong>on</strong>g> burdens, approaches that<br />

shift resp<strong>on</strong>sibilities for maintaining <str<strong>on</strong>g>NATO</str<strong>on</strong>g><br />

NSNWs to a smaller <str<strong>on</strong>g>and</str<strong>on</strong>g> smaller number of Allies<br />

are bound to chip away at a sense of solidarity.<br />

Hence, if reducti<strong>on</strong>s in overall <str<strong>on</strong>g>NATO</str<strong>on</strong>g><br />

NSNW capabilities are c<strong>on</strong>templated, it might<br />

be preferable to fashi<strong>on</strong> so-called horiz<strong>on</strong>tal or<br />

salami-slicing cutbacks (that is, spreading reducti<strong>on</strong>s<br />

over several basing countries) rather<br />

than vertical <strong>on</strong>es (whereby some Allies drop<br />

out of nuclear roles entirely, effectively shifting<br />

all their burden to others).<br />

• Smart Defense will be hard enough to apply to<br />

c<strong>on</strong>venti<strong>on</strong>al capabilities; applying it to nuclear<br />

burden-sharing may be too difficult to achieve<br />

in the present political climate. Given sovereignty<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> assured-access issues, the achievement<br />

of multinati<strong>on</strong>al cooperati<strong>on</strong> appears<br />

more difficult the closer the project comes to<br />

affecting combat capabilities versus functi<strong>on</strong>s<br />

such as logistics, maintenance, training, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

professi<strong>on</strong>al military educati<strong>on</strong>. Hence, while<br />

the c<strong>on</strong>cept of creating a multinati<strong>on</strong>al, dualcapable<br />

air unit to assume the role now played<br />

by European Allies with nati<strong>on</strong>al dual-capable<br />

forces may seem attractive in theory, the political<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> practical obstacles to realizing such<br />

a project should not be underestimated.<br />

• The hard realities of defense austerity will not<br />

disappear anytime so<strong>on</strong>. Thus, it is legitimate<br />

for Allies to ask themselves <str<strong>on</strong>g>and</str<strong>on</strong>g> each other<br />
