The sec<strong>on</strong>d track is an effort to develop a cooperative<br />

partnership with Russia. This track is h<str<strong>on</strong>g>and</str<strong>on</strong>g>led in the<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g>-Russia Council (NRC) where it would appear<br />

that little progress has been made in agreeing <strong>on</strong> even<br />

the basic parameters of cooperati<strong>on</strong>. This work in the<br />

NRC has no input into the DDPR. However, whether<br />

there is success or failure in this cooperati<strong>on</strong> is crucial<br />

to other areas of the DDPR because Russia has made<br />

clear that it regards cooperati<strong>on</strong> in missile defense as<br />

a c<strong>on</strong>diti<strong>on</strong> for cooperati<strong>on</strong> in other areas.<br />

Arms C<strong>on</strong>trol <str<strong>on</strong>g>and</str<strong>on</strong>g> Disarmament.<br />

The work of the new <str<strong>on</strong>g>Weap<strong>on</strong>s</str<strong>on</strong>g> of Mass Destructi<strong>on</strong><br />

C<strong>on</strong>trol <str<strong>on</strong>g>and</str<strong>on</strong>g> Disarmament Committee (WCDC) is still<br />

in its early stages, <str<strong>on</strong>g>and</str<strong>on</strong>g>, while its exact terms of reference<br />

remain ill defined, the battlelines have already<br />

been drawn. Several countries would like <str<strong>on</strong>g>NATO</str<strong>on</strong>g> to<br />

adopt a more positive approach towards arms c<strong>on</strong>trol<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> disarmament in support of the Prague agenda<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> the <str<strong>on</strong>g>Nuclear</str<strong>on</strong>g> N<strong>on</strong>-proliferati<strong>on</strong> Treaty (NPT).<br />

They are looking for ways to enhance the salience of<br />

the Alliance in this field. This goal is problematic, as<br />

arms c<strong>on</strong>trol agreements fall within the competence<br />

of nati<strong>on</strong>al governments. Other countries are opposed<br />

to this emphasis <strong>on</strong> disarmament, which they c<strong>on</strong>sider<br />

inappropriate for a defense alliance <str<strong>on</strong>g>and</str<strong>on</strong>g> which<br />

in their view risks distracting attenti<strong>on</strong> from, <str<strong>on</strong>g>and</str<strong>on</strong>g> at<br />

worst weakening, the primary purpose of the Alliance.<br />

France is firmly opposed to a higher profile for<br />

disarmament <str<strong>on</strong>g>and</str<strong>on</strong>g> against extending the durati<strong>on</strong> of<br />

the Committee.<br />

There is general agreement, however, that if <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

when the United States <str<strong>on</strong>g>and</str<strong>on</strong>g> Russia resume arms c<strong>on</strong>trol<br />

negotiati<strong>on</strong>s that include sub-strategic systems,<br />

the WCDC Committee would provide a forum for the<br />
