with ranges between 500 <str<strong>on</strong>g>and</str<strong>on</strong>g> 5,500 kilometers.<br />

The term “n<strong>on</strong>-strategic nuclear weap<strong>on</strong>” is used<br />

here to include nuclear warheads for all delivery systems<br />

not limited by New START or banned by the INF<br />

Treaty. This category of nuclear warheads includes<br />

gravity bombs for aircraft other than nuclear-capable<br />

heavy bombers, nuclear warheads for naval cruise<br />

missiles <str<strong>on</strong>g>and</str<strong>on</strong>g> torpedoes, <str<strong>on</strong>g>and</str<strong>on</strong>g> nuclear warheads for<br />

anti-ballistic missile (ABM) <str<strong>on</strong>g>and</str<strong>on</strong>g> air defense systems.<br />

The NSNWs term would also capture any nuclear<br />

warheads for surface-to-surface missiles with ranges<br />

less than 500 kilometers <str<strong>on</strong>g>and</str<strong>on</strong>g> nuclear artillery shells,<br />

should such weap<strong>on</strong>s remain in the arsenals. 1 NSNWs<br />

are also referred to as tactical or sub-strategic nuclear<br />

weap<strong>on</strong>s. 2<br />

As a result of its 2010 <str<strong>on</strong>g>Nuclear</str<strong>on</strong>g> Posture Review (NPR),<br />

the U.S. Department of Defense announced that it<br />

would retire <str<strong>on</strong>g>and</str<strong>on</strong>g> place in the dismantlement queue<br />

the nuclear warheads for its sea-launched cruise<br />

missiles. This leaves the U.S. n<strong>on</strong>-strategic nuclear<br />

arsenal c<strong>on</strong>sisting solely of B-61 gravity bombs. The<br />

Russians maintain a larger <str<strong>on</strong>g>and</str<strong>on</strong>g> more diverse n<strong>on</strong>-strategic<br />

nuclear inventory, including gravity bombs plus<br />

nuclear warheads for torpedoes, sea-launched cruise<br />

missiles, ABM, <str<strong>on</strong>g>and</str<strong>on</strong>g> air defense systems, <str<strong>on</strong>g>and</str<strong>on</strong>g> possibly<br />

other kinds, totaling as many as 3,700-5,400 warheads.<br />

Many of those may be old <str<strong>on</strong>g>and</str<strong>on</strong>g> nearing retirement; the<br />

“nominal” load of Russian n<strong>on</strong>-strategic nuclear delivery<br />

vehicles is believed to be around 2,100 warheads. 3<br />
