• Both sides should reach an underst<str<strong>on</strong>g>and</str<strong>on</strong>g>ing<br />

about which areas, for the time being, will not<br />

be subject to arms c<strong>on</strong>trol or restricti<strong>on</strong>s. The<br />

list might include c<strong>on</strong>venti<strong>on</strong>al strategic weap<strong>on</strong>s<br />

such as submarine launched cruise missiles<br />

or PGS systems.<br />

In the short term, progress <strong>on</strong> arms c<strong>on</strong>trol will<br />

hinge <strong>on</strong> the willingness of <str<strong>on</strong>g>NATO</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> Russia to<br />

agree <strong>on</strong> a joint approach to ballistic missile defenses<br />

(BMD). The stakes are high, yet <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s commitment<br />

to develop an Alliance-wide system <str<strong>on</strong>g>and</str<strong>on</strong>g> Russia’s insistence<br />

<strong>on</strong> becoming an equal partner in the undertaking<br />

appear to have set both sides <strong>on</strong> a collisi<strong>on</strong><br />

course. <str<strong>on</strong>g>NATO</str<strong>on</strong>g> would be well-advised to allow more<br />

time for c<strong>on</strong>sultati<strong>on</strong>s with Moscow because there<br />

is no urgent military requirement to deploy missile<br />

defenses in Europe. Russia, <strong>on</strong> the other h<str<strong>on</strong>g>and</str<strong>on</strong>g>, needs<br />

to recognize that it will not become <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s equal<br />

partner in missile defense, but that BMD cooperati<strong>on</strong><br />

allows further steps to establish comm<strong>on</strong> missile defense<br />

early warning <str<strong>on</strong>g>and</str<strong>on</strong>g> data-sharing. Establishing a<br />

data exchange center with <str<strong>on</strong>g>NATO</str<strong>on</strong>g> could be a decisive<br />

c<strong>on</strong>fidence-building step forward to enhance cooperati<strong>on</strong><br />

<strong>on</strong> BMD in Europe. 33<br />

While they are trying to improve their own bilateral<br />

relati<strong>on</strong>ship, <str<strong>on</strong>g>NATO</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> Russia also need to reach<br />

out to China since agreements between Russia <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g> have a potential impact <strong>on</strong> security in Asia.<br />

Beijing’s experience with arms c<strong>on</strong>trol is extremely<br />

limited. To draw China further into the arms c<strong>on</strong>trol<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>fidence-building process, <str<strong>on</strong>g>NATO</str<strong>on</strong>g> could for example<br />

propose to intensify discussi<strong>on</strong>s am<strong>on</strong>g the five<br />
