It was exacerbated by Russian military operati<strong>on</strong>s in<br />

Chechnya (which is in the flank regi<strong>on</strong>) <str<strong>on</strong>g>and</str<strong>on</strong>g> the c<strong>on</strong>flict<br />

between Russia <str<strong>on</strong>g>and</str<strong>on</strong>g> Georgia in 2008. C<strong>on</strong>current<br />

with these events, treaty signatories had begun (as<br />

agreed at the 1996 CFE Review C<strong>on</strong>ference) to embark<br />

<strong>on</strong> a “modernizati<strong>on</strong>” of the treaty, in order to adapt it<br />

more broadly to the changed European security architecture,<br />

<strong>on</strong>e without a Soviet Uni<strong>on</strong> or a Warsaw Pact.<br />

As previously menti<strong>on</strong>ed, <strong>on</strong> November 19, 1999<br />

(the ninth anniversary of the CFE Treaty), 30 nati<strong>on</strong>al<br />

leaders signed an “adapted treaty” at an OSCE Summit<br />

held in Istanbul. The 19 <str<strong>on</strong>g>NATO</str<strong>on</strong>g> members accepted<br />

lower cumulative nati<strong>on</strong>al limits. All signatories accepted<br />

the new structure of limitati<strong>on</strong>s based <strong>on</strong> nati<strong>on</strong>al<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> territorial ceilings, c<strong>on</strong>sistent with the principle<br />

of host nati<strong>on</strong> c<strong>on</strong>sent for the presence of foreign<br />

forces <strong>on</strong> any country’s territory. The agreement also<br />

provided enhanced transparency through increased<br />

quotas for m<str<strong>on</strong>g>and</str<strong>on</strong>g>atory <strong>on</strong>-site inspecti<strong>on</strong>s, operati<strong>on</strong>al<br />

flexibilities to exceed ceilings temporarily, <str<strong>on</strong>g>and</str<strong>on</strong>g> an accessi<strong>on</strong><br />

clause that would allow additi<strong>on</strong>al states to<br />

join the treaty regime.<br />

The parties also adopted the “CFE Final Act.” This<br />

document c<strong>on</strong>tained a number of political commitments<br />

related to the Adapted Treaty. These included:<br />

(1) reaffirmati<strong>on</strong> of Russia’s commitment to fulfill existing<br />

obligati<strong>on</strong>s under the treaty to include equipment<br />

levels in the flank regi<strong>on</strong>; (2) a Russian commitment<br />

to exercise restraint in deployments in its<br />

territory adjacent to the Baltic; (3) the commitment by a<br />

number of Central European countries not to increase<br />

(<str<strong>on</strong>g>and</str<strong>on</strong>g> in some cases to reduce) their CFE territorial ceilings;<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> (4) Moscow’s agreement with Georgia <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

Moldova <strong>on</strong> the withdrawals of Russian forces from<br />

their territories. President Bill Clint<strong>on</strong> noted in his<br />
