State (Retired), is a Senior Fellow at the Brookings Center

the Brookings Arms Control Initiative. He focuses on
arms control, Russia, <strong>and</strong> Ukraine. Ambassador Pifer
has offered commentary regarding Russia, Ukraine,
<strong>and</strong> arms control issues on CNN, Fox News, National
Public Radio, <strong>and</strong> Voice of America.
LEONID POLYAKOV is the Chairman of the Expert
Board, Center for Army Conversion <strong>and</strong> Disarmament
Studies in Ukraine. Previously he served as
an External Consultant to the Parliamentary National
Security <strong>and</strong> Defense Committee. Mr. Polyakov also
served as the Vice Minister of Defense for three years.
