preferable. Modern c<strong>on</strong>venti<strong>on</strong>al weap<strong>on</strong>s have<br />

become extremely accurate <str<strong>on</strong>g>and</str<strong>on</strong>g> powerful, <str<strong>on</strong>g>and</str<strong>on</strong>g> these<br />

are deemed capable of efficiently resp<strong>on</strong>ding to most<br />

threats to the security of the Alliance. In the words of a<br />

senior official at the Italian Ministry of Foreign Affairs,<br />

“I cannot think of any missi<strong>on</strong> that cannot be accomplished<br />

with other means. The value of these weap<strong>on</strong>s<br />

is today essentially political.” 12 It is difficult to envisage<br />

a realistic scenario in which all <str<strong>on</strong>g>NATO</str<strong>on</strong>g> members,<br />

including Germany <str<strong>on</strong>g>and</str<strong>on</strong>g> the Sc<str<strong>on</strong>g>and</str<strong>on</strong>g>inavian countries,<br />

could reach c<strong>on</strong>sensus <strong>on</strong> employing nuclear weap<strong>on</strong>s<br />

against any target. Indeed, even in a worst-case<br />

scenario that requires the actual use of nuclear capabilities,<br />

it is difficult to imagine that <str<strong>on</strong>g>NATO</str<strong>on</strong>g>—<str<strong>on</strong>g>and</str<strong>on</strong>g>,<br />

especially, its str<strong>on</strong>gest member, the United States—<br />

would resort to TNWs hosted in Europe when faster,<br />

more accurate, l<strong>on</strong>ger-range U.S. strategic nuclear<br />

weap<strong>on</strong>s based at sea or <strong>on</strong> American soil are available<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> ready to launch. 13<br />

TNWs thus appear short <strong>on</strong> credibility as weap<strong>on</strong>s<br />

of any real military value. If this is the case, their deterrent<br />

potential is also seriously compromised. Furthermore,<br />

adding the French <str<strong>on</strong>g>and</str<strong>on</strong>g> UK nuclear arsenals<br />

to that of the United States, <str<strong>on</strong>g>NATO</str<strong>on</strong>g> would remain a<br />

formidable nuclear alliance even if the few hundred<br />

remaining TNWs were withdrawn from Europe.<br />

Supporting N<strong>on</strong>proliferati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> Disarmament.<br />

The debate about the forward deployment of<br />

U.S. tactical weap<strong>on</strong>s must be seen in the c<strong>on</strong>text of<br />

the increasing internati<strong>on</strong>al support for the program<br />

of nuclear disarmament, which is finding adherents<br />

throughout Europe. 14 Despite caveats <str<strong>on</strong>g>and</str<strong>on</strong>g> different<br />
