over the choice of the term “assigned,” it is clear that<br />

this excludes French forces <str<strong>on</strong>g>and</str<strong>on</strong>g> that France will not<br />

participate in the discussi<strong>on</strong>s of <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s nuclear arrangements<br />

in the HLG <str<strong>on</strong>g>and</str<strong>on</strong>g> NPG working groups.<br />

However, the French Ambassador will participate in<br />

the NAC discussi<strong>on</strong>s that will produce the final DDPR<br />

document. These arrangements imply a separati<strong>on</strong><br />

between the purpose <str<strong>on</strong>g>and</str<strong>on</strong>g> the operati<strong>on</strong>al implementati<strong>on</strong><br />

of nuclear weap<strong>on</strong>s that is not always easy to<br />

achieve <str<strong>on</strong>g>and</str<strong>on</strong>g> could be a source of c<strong>on</strong>fusi<strong>on</strong>.<br />

In its general approach, France can be said to<br />

be firmly in the camp of those who are opposed to<br />

change <str<strong>on</strong>g>and</str<strong>on</strong>g> will resist any move that could be seen as<br />

weakening nuclear deterrence, including any change<br />

to declaratory policy. French officials usually refrain<br />

from commenting <strong>on</strong> the specific issue of <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s<br />

sub-strategic systems as being n<strong>on</strong>e of their business.<br />

However, French officials are known to support the<br />

existing arrangements, am<strong>on</strong>g other reas<strong>on</strong>s as a way<br />

of avoiding their own singularity in terms of having<br />

nuclear weap<strong>on</strong>s <strong>on</strong> c<strong>on</strong>tinental European territory.<br />

Their positi<strong>on</strong> <strong>on</strong> <str<strong>on</strong>g>NATO</str<strong>on</strong>g> force posture is best described<br />

as st<str<strong>on</strong>g>and</str<strong>on</strong>g>ing <strong>on</strong> the sidelines but making encouraging<br />

noises to those who participate in the missi<strong>on</strong>. 8<br />

New <str<strong>on</strong>g>NATO</str<strong>on</strong>g> Members.<br />

The more recent <str<strong>on</strong>g>NATO</str<strong>on</strong>g> members are against<br />

change, as for them the presence of U.S. nuclear warheads<br />

unambiguously couples the U.S. nuclear deterrent<br />

to Europe <str<strong>on</strong>g>and</str<strong>on</strong>g> symbolizes the link with the<br />

United States—which were the driving forces behind<br />

their desire to join <str<strong>on</strong>g>NATO</str<strong>on</strong>g>. Some are willing to c<strong>on</strong>sid-<br />
