OBJECTIVES<br />

The most prominent products of the European<br />

c<strong>on</strong>venti<strong>on</strong>al arms c<strong>on</strong>trol effort—the Treaty <strong>on</strong> C<strong>on</strong>venti<strong>on</strong>al<br />

Armed Forces in Europe (CFE), the Vienna<br />

Document <strong>on</strong> C<strong>on</strong>fidence- <str<strong>on</strong>g>and</str<strong>on</strong>g> Security-Building<br />

Measures (VDoc), <str<strong>on</strong>g>and</str<strong>on</strong>g> the Open Skies Treaty—all<br />

have as their fundamental premise the obligati<strong>on</strong> to<br />

refrain from the threat or use of force in the mutual<br />

relati<strong>on</strong>s of the parties. Each has evolved in its own<br />

way to meet the changing needs of the post-Cold War<br />

security envir<strong>on</strong>ment. The essential steps: build <strong>on</strong><br />

maturing political relati<strong>on</strong>ships; apply new technology;<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> incorporate less<strong>on</strong>s learned <str<strong>on</strong>g>and</str<strong>on</strong>g> document<br />

best practices.<br />

Perhaps because it represents the “hard arms c<strong>on</strong>trol”<br />

end of the spectrum, with legally binding limits<br />

<strong>on</strong> holdings <str<strong>on</strong>g>and</str<strong>on</strong>g> robust verificati<strong>on</strong> measures—<str<strong>on</strong>g>and</str<strong>on</strong>g>,<br />

not coincidentally, is at the greatest present risk of<br />

unraveling—the CFE regime has probably underg<strong>on</strong>e<br />

the most extensive c<strong>on</strong>ceptual retooling of the lot. The<br />

original objectives expressed in its m<str<strong>on</strong>g>and</str<strong>on</strong>g>ate were of<br />

Cold War vintage:<br />

• establish a stable <str<strong>on</strong>g>and</str<strong>on</strong>g> secure balance of c<strong>on</strong>venti<strong>on</strong>al<br />

armed forces at lower levels;<br />

• eliminate disparities prejudicial to stability <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

security; <str<strong>on</strong>g>and</str<strong>on</strong>g>,<br />

• eliminate the capability for launching surprise<br />

attack <str<strong>on</strong>g>and</str<strong>on</strong>g> initiating large-scale offensive acti<strong>on</strong>.<br />
