The Russian inventory has been reduced by at least 75<br />

percent since 1991, down from an estimated 15,000-<br />

21,700 weap<strong>on</strong>s at the time. In the 1990s, all of Russia’s<br />

remaining n<strong>on</strong>-strategic weap<strong>on</strong>s were placed in<br />

central storage, in the sites operated by the 12th Main<br />

Directorate of the Russian Ministry of Defense, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

are not deployed with delivery vehicles. 23 The chapter<br />

by Nikolai Sokov provides a more detailed discussi<strong>on</strong><br />

<strong>on</strong> the numbers of Russian NSNWs.<br />

The status of NSNWs in Russian military strategy<br />

is critical. Under the present circumstances they are<br />

practically the <strong>on</strong>ly means of guaranteeing Russia’s<br />

independence <str<strong>on</strong>g>and</str<strong>on</strong>g> territorial integrity. As Chief of the<br />

Russian General Staff Army General Nikolai Makarov<br />

said at the annual meeting with foreign military attaches<br />

accredited in Moscow, Russia (December 2008),<br />

“We c<strong>on</strong>sider NSNW as a deterrence factor for the<br />

huge amount of c<strong>on</strong>venti<strong>on</strong>al <str<strong>on</strong>g>and</str<strong>on</strong>g> highly precisi<strong>on</strong><br />

arms in possessi<strong>on</strong> of <str<strong>on</strong>g>NATO</str<strong>on</strong>g> countries in Europe.” 24<br />

According to Russian military strategy, nuclear<br />

forces have two types of missi<strong>on</strong>s: traditi<strong>on</strong>al strategic<br />

deterrence, which relies primarily <strong>on</strong> strategic<br />

weap<strong>on</strong>s, <str<strong>on</strong>g>and</str<strong>on</strong>g> limited-use nuclear forces in resp<strong>on</strong>se<br />

to a large-scale c<strong>on</strong>venti<strong>on</strong>al attack. Both missi<strong>on</strong>s<br />

are reflected in the Military Doctrine of the Russian<br />

Federati<strong>on</strong> which says that nuclear weap<strong>on</strong>s may be<br />

used: (1) “in resp<strong>on</strong>se to the utilizati<strong>on</strong> of nuclear <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

other types of weap<strong>on</strong>s of mass destructi<strong>on</strong> against it<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> (or) its allies,” <str<strong>on</strong>g>and</str<strong>on</strong>g> (2) “in the event of aggressi<strong>on</strong><br />

against the Russian Federati<strong>on</strong> involving the use of<br />

c<strong>on</strong>venti<strong>on</strong>al weap<strong>on</strong>s when the very existence of the<br />

state is placed under threat.” 25<br />

The main reas<strong>on</strong> for Russia’s need for l<strong>on</strong>ger-range<br />

NSNWs is that l<strong>on</strong>g-range precisi<strong>on</strong>-guided c<strong>on</strong>venti<strong>on</strong>al<br />

weap<strong>on</strong>s provide a key advantage for the Unit-<br />
