so helping the USSR “to intimidate, coerce, blackmail,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> neutralize Western Europe without calling troops<br />

out of barracks.” He therefore called—<str<strong>on</strong>g>and</str<strong>on</strong>g> in this was<br />

representative of wider opini<strong>on</strong>—for the rapid implementati<strong>on</strong><br />

of the sec<strong>on</strong>d half of the 1983 M<strong>on</strong>tebello<br />

Accords, i.e., the modernizati<strong>on</strong> of short-range nuclear<br />

forces (SRNF). Those plans envisaged that some older<br />

systems like artillery muniti<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> Lance would be<br />

withdrawn, but a number of possible new TNW systems<br />

under development would be introduced, including<br />

better nuclear artillery shells with increased<br />

range, the Follow On To Lance (FOTL), an improved<br />

surface-to-surface missile which could be fired from<br />

existing <str<strong>on</strong>g>NATO</str<strong>on</strong>g> Multiple-launch rocket systems, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

a supers<strong>on</strong>ic Tomahawk anti-ship air-to-surface missile<br />

(TASM) to improve the penetrability of tactical<br />

aircraft (some 389 had been planned to be placed in<br />

vaults in European airfields). 109<br />

Political oppositi<strong>on</strong> made this proposed modernizati<strong>on</strong><br />

impossible. Anti-nuclear campaigners discovered<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g> plans more rapidly than at previous TNW<br />

decisi<strong>on</strong> points <str<strong>on</strong>g>and</str<strong>on</strong>g> were able to mount effective oppositi<strong>on</strong><br />

in the news media, denouncing the proposed<br />

package as “like trading in 2 pistols for an assault rifle<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> calling it arms reducti<strong>on</strong>s.” The plans needed<br />

to be resisted particularly str<strong>on</strong>gly at that historical<br />

moment, according to the antinuclear campaigners,<br />

because “by keeping alive the traditi<strong>on</strong>al <str<strong>on</strong>g>NATO</str<strong>on</strong>g> doctrine<br />

of flexible resp<strong>on</strong>se, the TASM could slow the<br />

process of change in Europe.” 110 The Cold War was<br />

not yet c<strong>on</strong>clusively over, <str<strong>on</strong>g>and</str<strong>on</strong>g> after visiting Europe,<br />

the new U.S. Secretary of State, James Baker, had c<strong>on</strong>cluded<br />

that “modernizati<strong>on</strong> [of SNF] would indeed<br />

show the Alliance’s resolve, yet it would simultane-<br />
