<str<strong>on</strong>g>and</str<strong>on</strong>g> cost-prohibitive to even c<strong>on</strong>template such an effort.<br />

Should dissuasi<strong>on</strong> fail, U.S. policymakers may<br />

c<strong>on</strong>sider taking preemptive military acti<strong>on</strong> to destroy<br />

the threat before it can materialize. Such efforts are categorized<br />

as a type of counterproliferati<strong>on</strong>. Simultaneously,<br />

it has l<strong>on</strong>g been U.S. policy to deter that adversary<br />

from c<strong>on</strong>sidering taking military acti<strong>on</strong> against<br />

the United States, its interests, or its allies through<br />

sowing fear, that is, through the threat of unacceptable<br />

retaliati<strong>on</strong> in resp<strong>on</strong>se to such an attack. This c<strong>on</strong>cept<br />

will surely remain a cornerst<strong>on</strong>e of U.S. policy. Some<br />

anti-nuclear commentators go so far as to suggest that<br />

deterring nuclear use by an adversary may be the <strong>on</strong>ly<br />

legitimate purpose of such an arsenal. Should deterrence<br />

fail, however, the United States would rely <strong>on</strong><br />

active defenses to intercept <str<strong>on</strong>g>and</str<strong>on</strong>g> blunt an attack, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

<strong>on</strong> passive defenses to protect the homel<str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> the<br />

populati<strong>on</strong> from the effects of nuclear weap<strong>on</strong>ry. Finally,<br />

should a strike reach the American homel<str<strong>on</strong>g>and</str<strong>on</strong>g><br />

anyway, the c<strong>on</strong>cept of c<strong>on</strong>sequence management<br />

takes over, encompassing clean-up, resp<strong>on</strong>se, attributi<strong>on</strong>,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> retributi<strong>on</strong> for the attack.<br />

<str<strong>on</strong>g>Nuclear</str<strong>on</strong>g> weap<strong>on</strong>s, like all military force, can serve<br />

a number of purposes. In particular, they can be used<br />

for actual combat operati<strong>on</strong>s in their warfighting role,<br />

or they can be used to c<strong>on</strong>vince an adversary that he<br />

cannot achieve his objectives or will face devastating<br />

retaliati<strong>on</strong> if he tries. If this latter purpose is pursued<br />

successfully, it would obviate the use of nuclear<br />

weap<strong>on</strong>s in anger. This is what we call deterrence, the<br />

prime purpose of nuclear weap<strong>on</strong>s in the arsenals of<br />

most nati<strong>on</strong> states that possess them today. 3 Unfortunately,<br />

there are some states <str<strong>on</strong>g>and</str<strong>on</strong>g> n<strong>on</strong>state actors in the<br />

world today that may decide to pursue nuclear weap-<br />
