<strong>on</strong> the necessity to take into account during negotiati<strong>on</strong>s<br />

not just U.S. <str<strong>on</strong>g>and</str<strong>on</strong>g> Russian TNWs, but the nuclear<br />

arsenals of other countries of the regi<strong>on</strong> as well:<br />

Russia’s positi<strong>on</strong> should be based <strong>on</strong> the evident fact<br />

that TNW is a weap<strong>on</strong> of regi<strong>on</strong>al deterrence, <str<strong>on</strong>g>and</str<strong>on</strong>g>,<br />

c<strong>on</strong>sequently, during the process of defining the parameters<br />

of the Russian TNW arsenal for the purpose<br />

of negotiati<strong>on</strong>s, the nuclear weap<strong>on</strong>s of France, Great<br />

Britain, Israel <str<strong>on</strong>g>and</str<strong>on</strong>g> Pakistan should be taken into account.<br />

RUSSIAN LINKAGE BETWEEN POLITICS AND<br />

TNWs<br />

As of this writing in 2012, the issue of reducing<br />

TNWs is too politically sensitive for both sides, with<br />

the Russian presidential electi<strong>on</strong> <strong>on</strong>ly just completed,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> the U.S. presidential electi<strong>on</strong> coming up in November.<br />

Russia is falling significantly behind its two<br />

major competitors—the United States <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>NATO</str<strong>on</strong>g>—in<br />

ec<strong>on</strong>omic <str<strong>on</strong>g>and</str<strong>on</strong>g> technological areas <str<strong>on</strong>g>and</str<strong>on</strong>g> behind China<br />

in terms of populati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> industrial potential. It is<br />

therefore drawn in foreign policy matters to TNWs<br />

as a political weap<strong>on</strong>, threatening to deploy tactical<br />

nuclear-capable missiles in resp<strong>on</strong>se either to <str<strong>on</strong>g>NATO</str<strong>on</strong>g><br />

enlargement to the East or to plans for BMD in Europe.<br />

Furthermore, it is important to remember that the<br />

nuclear weap<strong>on</strong> is <strong>on</strong>e of the few or, many argue, the<br />

<strong>on</strong>ly remaining credential supporting the superpower<br />

status of Russia. Moscow almost lost this status after<br />

the collapse of the Soviet Uni<strong>on</strong>. Psychologically, it is<br />

still a very important prop for Russians generally <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

for the Russian leadership:<br />
