RUSSIAN PERSPECTIVES ON TACTICAL<br />

NUCLEAR WEAPONS<br />

The principal questi<strong>on</strong> the panel was assigned to<br />

address c<strong>on</strong>cerned the current force structure, doctrine,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> strategy for the use of tactical nuclear weap<strong>on</strong>s<br />

(TNWs). Discussi<strong>on</strong>, however, ranged bey<strong>on</strong>d this<br />

topic to others that c<strong>on</strong>cerned the historical, political,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> geographical c<strong>on</strong>texts of the Russian perspective<br />

<strong>on</strong> TNWs. A matter of c<strong>on</strong>cern became the definiti<strong>on</strong><br />

of what c<strong>on</strong>stitutes TNWs, since there is no comm<strong>on</strong>ly<br />

accepted definiti<strong>on</strong>.<br />

As became clear from the presentati<strong>on</strong>s <strong>on</strong> the Russian<br />

perspective, even the term “tactical nuclear weap<strong>on</strong>s”<br />

is not the <strong>on</strong>e that the Russians prefer. Rather,<br />

the term “n<strong>on</strong>-strategic nuclear weap<strong>on</strong>s” (NSNWs)<br />

far better fits the Russian c<strong>on</strong>cepti<strong>on</strong> of this category<br />

of weap<strong>on</strong>s, reflecting a difference in how the Russians<br />

view them compared especially to an American<br />

perspective. But as <strong>on</strong>e participant put it during the<br />

discussi<strong>on</strong>, all NSNWs are “strategic” in the sense that<br />

they will wreak destructi<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> radiati<strong>on</strong> damage<br />

<strong>on</strong> a wide scale am<strong>on</strong>g populati<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> urban centers<br />

just as a larger weap<strong>on</strong> would. Some have yields<br />

much larger than the bombs dropped <strong>on</strong> Hiroshima<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> Nagasaki, Japan. Generally, Russians believe that<br />

NSNWs are those nuclear weap<strong>on</strong>s not covered in the<br />

New <strong>Strategic</strong> Arms Reducti<strong>on</strong> Treaty (New START)<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> those that are dismantled or <strong>on</strong> the verge of being<br />

dismantled. Given the power of these devices,<br />

participants w<strong>on</strong>dered whether it would make sense<br />
