with a couple of key allies while the rest of <str<strong>on</strong>g>NATO</str<strong>on</strong>g> observed<br />

somewhat peevishly from the sidelines, may<br />

have maximized the diplomatic hurdles. But even the<br />

Obama administrati<strong>on</strong>’s “reset” campaign with the<br />

Phased Adaptive Approach, which was more easily<br />

digestible by <str<strong>on</strong>g>NATO</str<strong>on</strong>g> skeptics <str<strong>on</strong>g>and</str<strong>on</strong>g> Russia, may have<br />

bought <strong>on</strong>ly a certain amount of extra time <str<strong>on</strong>g>and</str<strong>on</strong>g> room<br />

for maneuver. The recent renewed rumblings from<br />

Russia suggest that the whole scheme may still be very<br />

much hostage to the fortunes of U.S.-Russo relati<strong>on</strong>s,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> that in turn could still affect <str<strong>on</strong>g>NATO</str<strong>on</strong>g> perspectives.<br />

There was a time when <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s residual forwarddeployed<br />

nuclear weap<strong>on</strong>s formed part of a much<br />

larger arsenal of thous<str<strong>on</strong>g>and</str<strong>on</strong>g>s of nuclear weap<strong>on</strong>s in Europe<br />

that was a perfect recipe for the Cold War. They<br />

provided “glue” for the Alliance, ensuring the credibility<br />

of the noti<strong>on</strong> of extended nuclear deterrence,<br />

while spreading out the risks, <str<strong>on</strong>g>and</str<strong>on</strong>g> at the same time<br />

answering the c<strong>on</strong>undrum of how to make up for the<br />

massive Soviet c<strong>on</strong>venti<strong>on</strong>al superiority when no <strong>on</strong>e<br />

in the Alliance was ready to foot the bill for doing so<br />

by c<strong>on</strong>venti<strong>on</strong>al means.<br />

However, it is not a world now in which <str<strong>on</strong>g>NATO</str<strong>on</strong>g><br />

can draw <strong>on</strong> any credit for the fact that it has already<br />

removed the vast bulk of that arsenal. Memories are<br />

short. What is past is past in that sense, <str<strong>on</strong>g>and</str<strong>on</strong>g> also in<br />

the sense that the origins of the remaining weap<strong>on</strong>s<br />

stem from that byg<strong>on</strong>e era. The 150-200 bombs, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

their associated U.S. <str<strong>on</strong>g>and</str<strong>on</strong>g> allied aircraft <str<strong>on</strong>g>and</str<strong>on</strong>g> air crews,<br />

in Germany, Belgium, the Netherl<str<strong>on</strong>g>and</str<strong>on</strong>g>s, Italy, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

Turkey, resemble a hangover from the Cold War at<br />

a time when the world has, arguably, moved bey<strong>on</strong>d<br />

the post-Cold War era to a post-post-Cold War age.<br />
