In resp<strong>on</strong>se, <str<strong>on</strong>g>NATO</str<strong>on</strong>g> initially endorsed a “parallel<br />

acti<strong>on</strong>s package” in March 2008 in an attempt to avoid<br />

the treaty’s demise. The package represented a serious<br />

shift in the <str<strong>on</strong>g>NATO</str<strong>on</strong>g> positi<strong>on</strong>, as it called for <str<strong>on</strong>g>NATO</str<strong>on</strong>g><br />

countries to begin the ratificati<strong>on</strong> process (which is<br />

some countries such as the United States might take<br />

several m<strong>on</strong>ths) while Russia commenced its force<br />

withdrawals. Once the forces had been removed from<br />

Georgia <str<strong>on</strong>g>and</str<strong>on</strong>g> Moldova, <str<strong>on</strong>g>NATO</str<strong>on</strong>g> countries would strive<br />

to complete ratificati<strong>on</strong> of the Adapted Treaty quickly.<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g> members also pledged to address many Russian<br />

security c<strong>on</strong>cerns <strong>on</strong>ce the Adapted Treaty was<br />

in place. For example, all new <str<strong>on</strong>g>NATO</str<strong>on</strong>g> members that<br />

are not treaty signatories (Slovenia, Est<strong>on</strong>ia, Latvia,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> Lithuania) agreed to accede to it. <str<strong>on</strong>g>NATO</str<strong>on</strong>g> also<br />

announced that following final ratificati<strong>on</strong> it would<br />

be willing to discuss Russian c<strong>on</strong>cerns about future<br />

weap<strong>on</strong> ceilings <str<strong>on</strong>g>and</str<strong>on</strong>g> limitati<strong>on</strong>s placed <strong>on</strong> Moscow in<br />

the so-called “flank z<strong>on</strong>es” that border Turkey, Norway,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> the Baltic Republics. 19<br />

Unfortunately, the initiative made little to no progress.<br />

The effort was largely undermined by the deteriorating<br />

relati<strong>on</strong>s between <str<strong>on</strong>g>NATO</str<strong>on</strong>g> countries <str<strong>on</strong>g>and</str<strong>on</strong>g> the<br />

Russian Federati<strong>on</strong> in the aftermath of the c<strong>on</strong>flict in<br />

Georgia in the late summer of 2008. In fact, <strong>on</strong>e expert<br />

observed that Russia’s c<strong>on</strong>duct in this c<strong>on</strong>flict violated<br />

the principles c<strong>on</strong>tained in both OSCE documents as<br />

well as the preamble to the CFE Treaty. These documents<br />

call for parties to refrain from “the threat or use<br />

of force against the territorial integrity or political independence<br />

of any State,” <str<strong>on</strong>g>and</str<strong>on</strong>g> commit the signatories<br />

to peaceful cooperati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> the preventi<strong>on</strong> of military<br />

c<strong>on</strong>flict anywhere <strong>on</strong> the European c<strong>on</strong>tinent. 20 The<br />

Georgia situati<strong>on</strong> was further complicated by Moscow’s<br />

subsequent decisi<strong>on</strong> to recognize South Ossetia<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> Abkhazia as independent nati<strong>on</strong>s.<br />
