13. The 12th Main Department of the Ministry of Defense<br />

(GUMO) is in charge of h<str<strong>on</strong>g>and</str<strong>on</strong>g>ling nuclear weap<strong>on</strong>s from the moment<br />

they are received from a producti<strong>on</strong> facility <str<strong>on</strong>g>and</str<strong>on</strong>g> until they<br />

are returned to the nuclear complex for refurbishment or dismantlement.<br />

The 12th GUMO has storage facilities where nuclear<br />

weap<strong>on</strong>s are normally kept to be released to troops in case of<br />

emergency; weap<strong>on</strong>s are serviced <strong>on</strong>ly by 12th GUMO pers<strong>on</strong>nel.<br />

One partial excepti<strong>on</strong> is the weap<strong>on</strong>s permanently deployed <strong>on</strong><br />

strategic delivery vehicles, but even then pers<strong>on</strong>nel of <strong>Strategic</strong><br />

Forces or the Navy do not h<str<strong>on</strong>g>and</str<strong>on</strong>g>le them—deployment, removal,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> servicing are performed by 12th GUMO pers<strong>on</strong>nel, <str<strong>on</strong>g>and</str<strong>on</strong>g> spare<br />

warheads are kept at 12th GUMO storage facilities attached to<br />

military bases. This system, which was created in the early days<br />

of the Soviet nuclear program, is supposed to ensure that operati<strong>on</strong>al<br />

comm<str<strong>on</strong>g>and</str<strong>on</strong>g>ers cannot have c<strong>on</strong>trol of nuclear weap<strong>on</strong>s.<br />

16. The noti<strong>on</strong> of global war is self-explanatory; the category<br />

of regi<strong>on</strong>al wars pertains to the situati<strong>on</strong> when Russia faces a coaliti<strong>on</strong><br />

of states, some from out of the area <str<strong>on</strong>g>and</str<strong>on</strong>g>/or some of them<br />

nuclear. The example the drafters of the 2000 Military Doctrine<br />

had in mind was escalati<strong>on</strong> of the war in Chechnya through direct<br />

military involvement of the United States <str<strong>on</strong>g>and</str<strong>on</strong>g> its allies. The<br />

doctrine also included two other categories: (1) “local war” (in<br />

which Russia faces <strong>on</strong>e or more neighboring states that have limited<br />

goals); (2) <str<strong>on</strong>g>and</str<strong>on</strong>g> “military c<strong>on</strong>flict,” which means fighting with<br />

n<strong>on</strong>state actors (such as the war in Chechnya).<br />
