level of commitment am<strong>on</strong>g <str<strong>on</strong>g>NATO</str<strong>on</strong>g> member states.<br />

There was particular attenti<strong>on</strong> focused <strong>on</strong> the lack<br />

of German participati<strong>on</strong>. There was also quite a high<br />

level of absenteeism from key aspects of the operati<strong>on</strong>.<br />

So, while formally a <str<strong>on</strong>g>NATO</str<strong>on</strong>g> operati<strong>on</strong>, it was in reality<br />

more a collecti<strong>on</strong> of 15 <str<strong>on</strong>g>NATO</str<strong>on</strong>g> members who took<br />

part. This <strong>on</strong>ly added ammuniti<strong>on</strong> to the locker of<br />

those w<strong>on</strong>dering whether the “alliance” is not, in fact,<br />

devolving to a loose assemblage of pick-<str<strong>on</strong>g>and</str<strong>on</strong>g>-choose<br />

members.<br />

Clearly, any new stirrings of c<strong>on</strong>cern <strong>on</strong> that fr<strong>on</strong>t<br />

will play into the nuclear debate. So too the fact that,<br />

from the perspective of Washingt<strong>on</strong>, while Operati<strong>on</strong><br />

UNIFIED PROTECTOR was meant to be a Europe-led<br />

operati<strong>on</strong>, the United States still ended up not <strong>on</strong>ly<br />

committing more resources than any other nati<strong>on</strong>, but<br />

also providing capabilities which—while they may<br />

have been perceived in Europe as simply supportive<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> enabling—actually made the difference between<br />

sustaining the operati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> not. In an atmosphere<br />

in which the renewed percepti<strong>on</strong> in Washingt<strong>on</strong> is of<br />

a Europe failing the burden-sharing tests, there is a<br />

danger for the European allies that nuclear burdensharing<br />

will become the test of last resort.<br />

As has been emphasized, the fact is that there is no<br />

collective “European perspective” <strong>on</strong> these questi<strong>on</strong>s.<br />

Percepti<strong>on</strong>s of what amounts to security, <str<strong>on</strong>g>and</str<strong>on</strong>g> where<br />

the threats to security lie, remain in a state of c<strong>on</strong>tinuing<br />

development. In additi<strong>on</strong> to a legacy of historical<br />

perspective <str<strong>on</strong>g>and</str<strong>on</strong>g> geography, it is also being shaped by<br />

the different experiences of member states in the new<br />

age of austerity. The dynamic of the slow extracti<strong>on</strong><br />

from Afghanistan, <str<strong>on</strong>g>and</str<strong>on</strong>g> evolving judgments <strong>on</strong> the<br />

costs <str<strong>on</strong>g>and</str<strong>on</strong>g> benefits of that missi<strong>on</strong>, will shape attitudes<br />

toward <str<strong>on</strong>g>NATO</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> what it is for. The less<strong>on</strong>s of Af-<br />
