In light of this policy, U.S. naval forces deployed<br />

with nuclear weap<strong>on</strong>s aboard in the Western Pacific,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> U.S. ground <str<strong>on</strong>g>and</str<strong>on</strong>g> air elements based nuclear<br />

weap<strong>on</strong>s <strong>on</strong>shore in South Korea, the Philippines, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

Taiwan, as well as comp<strong>on</strong>ents for nuclear weap<strong>on</strong>s<br />

delivery in Japan. 7 U.S. ground, air, <str<strong>on</strong>g>and</str<strong>on</strong>g> naval forces<br />

all planned to employ nuclear weap<strong>on</strong>s as a matter of<br />

course in the event of war with the Communist bloc.<br />

During the First Taiwan Straits Crisis in 1954 over<br />

the Nati<strong>on</strong>alist-held isl<str<strong>on</strong>g>and</str<strong>on</strong>g>s off mainl<str<strong>on</strong>g>and</str<strong>on</strong>g> China, U.S.<br />

Pacific Comm<str<strong>on</strong>g>and</str<strong>on</strong>g>’s forces slated to defend Taiwan<br />

were prepared for the executi<strong>on</strong> of a war plan involving<br />

the use of nuclear weap<strong>on</strong>s. Indeed, to a large extent<br />

U.S. forces designated for the defense of Taiwan<br />

were incapable of c<strong>on</strong>ducting sustained n<strong>on</strong>-nuclear<br />

operati<strong>on</strong>s. This situati<strong>on</strong> remained true during the<br />

Sec<strong>on</strong>d Taiwan Straits Crisis in 1958, when U.S. forces<br />

delayed even preparing a n<strong>on</strong>-nuclear opti<strong>on</strong> for defense<br />

of Taiwan until several m<strong>on</strong>ths into the crisis. 8<br />

The same held true in Europe, where, if the Warsaw<br />

Pact blockaded or attacked Berlin, Germany, U.S.<br />

forces intended to attempt a c<strong>on</strong>venti<strong>on</strong>al relief using<br />

a relatively small c<strong>on</strong>venti<strong>on</strong>al force. If this failed, the<br />

United States planned to “resort to general war.” 9<br />

This thoroughgoing reliance <strong>on</strong> nuclear weap<strong>on</strong>s<br />

also played a major role in shaping the nature of the<br />

alliances <str<strong>on</strong>g>and</str<strong>on</strong>g> political relati<strong>on</strong>ships into which Washingt<strong>on</strong><br />

entered <str<strong>on</strong>g>and</str<strong>on</strong>g> in determining the footprint of the<br />

U.S. military presence abroad. Because in the early<br />

Cold War era U.S. military power relied primarily<br />

up<strong>on</strong> nuclear weap<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> especially up<strong>on</strong> the threatened<br />

implementati<strong>on</strong> of a general nuclear attack, the<br />

requirements of nuclear comm<str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>trol <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
