greater emoti<strong>on</strong>al <str<strong>on</strong>g>and</str<strong>on</strong>g> psychological nurturing <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

more robust assurances to its allies that America was<br />

still there when <str<strong>on</strong>g>and</str<strong>on</strong>g> if needed.<br />

THE NUCLEAR POSTURE REVIEW<br />

The 2010 NPR may not have g<strong>on</strong>e as far toward<br />

radical reducti<strong>on</strong>s or policy changes as some had<br />

hoped following President Obama’s Prague speech,<br />

but it did serve as an important statement that laid<br />

out the administrati<strong>on</strong>’s goals <str<strong>on</strong>g>and</str<strong>on</strong>g> made some modest<br />

moves in the directi<strong>on</strong> of reduced reliance <strong>on</strong> nuclear<br />

weap<strong>on</strong>s. 11 It emphasized the foundati<strong>on</strong>al c<strong>on</strong>cept<br />

that “the fundamental role of U.S. nuclear weap<strong>on</strong>s,<br />

which will c<strong>on</strong>tinue as l<strong>on</strong>g as nuclear weap<strong>on</strong>s exist,<br />

is to deter nuclear attack <strong>on</strong> the United States, our<br />

allies, <str<strong>on</strong>g>and</str<strong>on</strong>g> partners.” 12 It stated that the United States<br />

will c<strong>on</strong>tinue to strengthen c<strong>on</strong>venti<strong>on</strong>al capabilities<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> reduce the role of nuclear weap<strong>on</strong>s in deterring<br />

n<strong>on</strong>-nuclear attacks, with the objective of “making deterrence<br />

of nuclear attack <strong>on</strong> the United States or our<br />

allies <str<strong>on</strong>g>and</str<strong>on</strong>g> partners the sole purpose of U.S. nuclear<br />

weap<strong>on</strong>s.” In the new global security envir<strong>on</strong>ment,<br />

the United States will c<strong>on</strong>sider the use of nuclear<br />

weap<strong>on</strong>s <strong>on</strong>ly “in extreme circumstances to defend<br />

the vital interests of the United States or its allies <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

partners.” 13<br />

The NPR focused <strong>on</strong> five key objectives of U.S.<br />

nuclear weap<strong>on</strong>s policies <str<strong>on</strong>g>and</str<strong>on</strong>g> posture:<br />

1. Preventing nuclear proliferati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> nuclear terrorism;<br />

2. Reducing the role of U.S. nuclear weap<strong>on</strong>s in<br />

U.S. nati<strong>on</strong>al security strategy;<br />
