The core challenge to strategic stability in Russia’s<br />

TNWs lies in the military-political relati<strong>on</strong>ship between<br />

military doctrine. Karaganov, in defining strategic<br />

nuclear forces as the core of strategic stability, was<br />

right to invoke the lines from Goethe <str<strong>on</strong>g>and</str<strong>on</strong>g> Bulgakov,<br />

but it is important to note the differences between<br />

Mephistopheles in Goethe’s Faustus <str<strong>on</strong>g>and</str<strong>on</strong>g> in Wol<str<strong>on</strong>g>and</str<strong>on</strong>g>in<br />

Bulgakov’s novel. In Faustus, Mephistopheles is the<br />

agent of the Devil who tempts Faust in every way.<br />

But Divine Grace saves Faust because of his striving<br />

for meaning <str<strong>on</strong>g>and</str<strong>on</strong>g> fulfillment. Mephistopheles’ evil acti<strong>on</strong>s<br />

are, in the larger scheme, a part of God’s divine<br />

activities. But in Bulgakov’s Master <str<strong>on</strong>g>and</str<strong>on</strong>g> Margarita,<br />

Wol<str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> his gang of petty dem<strong>on</strong>s (melkiebesy),<br />

including witches, vampires, <str<strong>on</strong>g>and</str<strong>on</strong>g> Begemot—a gigantic<br />

talking cat, black as a raven <str<strong>on</strong>g>and</str<strong>on</strong>g> with outrageous<br />

cavalryman’s whiskers—are actors in their own right.<br />

These little dem<strong>on</strong>s perform their own pranks. Unlike<br />

Faust, Bulgakov’s Master is not saved by his striving,<br />

but liberated by Wol<str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> his gang who tempt <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

punish the wicked, actively administer justice, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

c<strong>on</strong>sciously want to act as deliverers. Karaganov’s<br />

metaphor about strategic stability <str<strong>on</strong>g>and</str<strong>on</strong>g> nuclear deter-<br />
