<str<strong>on</strong>g>NATO</str<strong>on</strong>g> nuclear burden-sharing, including the presence<br />

of U.S. nuclear weap<strong>on</strong>s in Europe, is perceived<br />

by many allies as the most tangible manifestati<strong>on</strong> of<br />

the nuclear element of <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s collective security<br />

guarantee. Some have questi<strong>on</strong>ed the c<strong>on</strong>tinued utility<br />

of that presence <str<strong>on</strong>g>and</str<strong>on</strong>g> have raised c<strong>on</strong>cerns about the<br />

security of these weap<strong>on</strong>s, the cost of modernizati<strong>on</strong>,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> the implicati<strong>on</strong>s for disarmament <str<strong>on</strong>g>and</str<strong>on</strong>g> n<strong>on</strong>proliferati<strong>on</strong><br />

if they are retained.<br />

Reflecting improvements in the security envir<strong>on</strong>ment,<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g> has reduced the number of U.S. nuclear<br />

weap<strong>on</strong>s stati<strong>on</strong>ed in Europe by over 95 percent. 30<br />

As part of the process of c<strong>on</strong>tinually reviewing our<br />

nuclear deterrence posture <str<strong>on</strong>g>and</str<strong>on</strong>g> following c<strong>on</strong>sultati<strong>on</strong>s<br />

within the Alliance, further steps in adjusting<br />

the c<strong>on</strong>figurati<strong>on</strong> of <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s nuclear deterrence posture,<br />

including further reducti<strong>on</strong>s, should (1) take<br />
