that the debate <strong>on</strong> a nuclear-free world could weaken<br />

the significance of its own nuclear deterrent. France<br />

is the <strong>on</strong>ly <str<strong>on</strong>g>NATO</str<strong>on</strong>g> member that does not participate<br />

in the <str<strong>on</strong>g>Nuclear</str<strong>on</strong>g> Planning Group. This French policy<br />

is supposed to dem<strong>on</strong>strate the independence of the<br />

French nuclear deterrent, but it also limits opportunities<br />

to influence <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s nuclear weap<strong>on</strong>s policy. 25<br />

The Central <str<strong>on</strong>g>and</str<strong>on</strong>g> Eastern European states, as well<br />

as the Baltic states, are also quite reluctant to push<br />

for the removal of TNWs from European soil. They<br />

feel threatened by Russia’s c<strong>on</strong>venti<strong>on</strong>al forces <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

tactical nuclear weap<strong>on</strong>s. The Georgian war, Russian<br />

maneuvers in the Baltic regi<strong>on</strong> (during which the<br />

deployment of nuclear weap<strong>on</strong>s was practiced), <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

Moscow’s threat to counter the stati<strong>on</strong>ing of U.S. missile<br />

defense comp<strong>on</strong>ents with deployment of shortrange<br />

missiles in Kaliningrad, have all c<strong>on</strong>tributed to<br />

c<strong>on</strong>cerns about Russia’s military policy, particularly<br />

in the Baltic states. The Central <str<strong>on</strong>g>and</str<strong>on</strong>g> Eastern European<br />

countries, because of their geographical situati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

history, are interested primarily in maintenance of<br />

a credible <str<strong>on</strong>g>NATO</str<strong>on</strong>g> security guarantee. 26 On the other<br />

h<str<strong>on</strong>g>and</str<strong>on</strong>g>, in February 2010, two acting foreign ministers<br />

(Radek Sikorski from Pol<str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> Carl Bildt from<br />

Sweden) called for the reducti<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> ultimately eliminati<strong>on</strong><br />

of European TNWs unilaterally or by negotiati<strong>on</strong>s.<br />

Turkey’s attitude to the Alliance’s future deterrence<br />

is performing a difficult balancing act. On the <strong>on</strong>e<br />

h<str<strong>on</strong>g>and</str<strong>on</strong>g>, Turkey has advertised the priority it accords to<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g> membership by participating in the Alliance’s<br />
